- This is a NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT using Federal Acquisition Regulation FAR 13.106-1(b) (1). This will be an acquisition under the authority of the test program for commercial items section 4202 of the Clinger-Cohen Act of 1996. The US Army Contracting Command - Aberdeen Proving Ground (ACC-APG) Tenant Division, 6001 Combat Drive, Aberdeen Proving Ground, MD 21005-1846; has a requirement to procure the following product and service: The Aberdeen Test Center (ATC) Experimental Fabrication Division requires on-site, electronic and mechanical maintenance for welders, plasma / cutting tables, metal working equipment to include all maintenance supplies, tools, test equipment, transportation and repair parts to maintain the equipment in working condition in accordance with Original Equipment Manufacturer (OEM) specifications. Maintenance repairs shall be completed by only certified factory trained technicians and or laborers. The intended period of performance for the above mentioned service will start on December 1st, 2014 for a period not to exceed six (6) months from the date of award. The Government intends to award a Firm-Fixed Price sole source contract to EARLBECK Corporation, Earlbeck Welding Supplies. Earlbeck is the previous contract holder and due to the continued need for the maintenance and support services for the mission essential welders, plasma/cutting tables and all other fabrication equipment, has been deemed critical. These services will be competed to the highest extent practicable for continuous long term services. The sole source purchase order is to bridge the previous contract until such a time that the Government has developed a new procurement requirement for solicitation. The associated North America Industry Classification System (NAICS) Code is 811310 and the Business Size Standard is $7M. All responses received within ten businesses (10) days after date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest and capability to respond to the requirement no later than 2:00 PM Eastern Daylight Savings Time (DST), November 24th, 2014.
