Description
This amendment extends the response date to 20 November 2014 to allow time for the Government to provide responses to submitted questions. An additional amendment will be forthcoming detailing the Government's responses. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Combined Synopsis/Solicitation Number: W912HQ-15-T-0001 - Request for Quotation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format FAR 12.603 - Streamlined Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-76, effective 25 July 2014. The requirement is a Woman Owned Small Business set-aside for the ALA WAI Public Private Partnership For Flood Risk Managment under NAICS code 541620, Environmental Consulting Services. The size standard for this NAICS codes is $15,000,000.00. Description: The government seeks a Contractor to develop and deliver a multi-day workshop in Honolulu in late January 2015, that engages key high level stakeholders from the governmental and private sectors and focuses on reframing risk and resilience in the Ala Wai watershed. The workshop would: highlight the widespread detrimental economic impact of natural disasters; help individuals and businesses better understand their risk profile; and generate support for multi-stakeholder solutions around this critical infrastructure priority. See the Purchase Description for additional details. Partial quotes will not be accepted. General Requirements: A description of the general requirements are provided below: The Contractor will work directly with USACE officials, State of Hawaii agencies, and other key stakeholders to develop the conceptual framework for the workshop; prepare a framing document; identify and engage workshop participants and speakers; facilitate and moderate the workshop; and prepare an outcome document with key outcomes and recommendations that can be used by policymakers. Task 1 - Develop conceptual framework, framing document for the workshop. Schedule - on or before 18 Dec 2014 Deliverables - conceptual framework, framing document Task 2 - Identify and engage speakers and participants. Schedule - on or before 15 Feb 2015 Deliverables -Final Agenda and Participant list Task 3 - Facilitate and moderate workshop Schedule - on or before 15 Feb 2015 Deliverable - Multi-day workshop held. Task 4 - Summary Report Schedule - on or before 15 March 2015 Deliverable - Outcome document with summary of workshop and recommendations Period and Place of Performance: The required services will be performed from the date of contract award through 15 March 2015. The delivery locations are provided in the attached Purchase Description document. Date, Time, and Place Offers are Due: The closing date for the delivery of a response to this combined synopsis/solicitation is on or before 1:00 pm Eastern Daylight Time (EDT), on Monday, 17 November 2014. All questions regarding combined synopsis/solicitation W912HQ-15-T-0001 must be received in writing at the e-mail address listed below no later than 4:00 pm Eastern Daylight Time (EDT) on Wednesday, 12 November 2014 in order to allow the Government time to review and respond accordingly. Questions received after the date and time specified above are not guaranteed to be answered prior to the solicitation closing date. Quotes, along with the signed DFARS 252.209-7993 provision, should be e-mailed or mailed to the Point of Contact (POC) shown below by the closing date and time. If quotes are mailed, an electronic version of the quote (i.e. CD, DVD, etc.) should accompany the paper copy. If a quote is e-mailed to the POC shown below, it is the offeror's responsibility to ensure that the transmission is received by the Government prior to the closing date and time. Upon receipt of an electronic quote, the Government will acknowledge receipt of that quote via email to the offeror.
