- THIS IS A NOTICE OF INTENT AND NOT A REQUEST FOR QUOTATION. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis with Illumina, Inc., San Diego, CA 92121, pursuant to 41 U.S.C.253(c)(1)-Only one responsible source and no other supplies or service will satisfy agency requirement Award is subject to Justification for Other Than Full and Open Competition (JOFOC) approval. This purchase is for a maintenance agreement renewal for the following:1) Illumina iScan-Plus System. This comprehensive service agreement is required to ensure efficient long-term operation of the iScan-Plus System and uninterrupted service coverage. The Illumina i-Scan-Plus System provides the Molecular Genomics Core (MGC) of the NIEHS with advanced technology to perform high-throughput analyses that are critical to completing on-going research in a timely manner. If the lab is unable to utilize this instrument, lower through-put methods that would have to be used and projects would take months longer and may not provide the reproducible data that is needed.In addition if this service contract is not purchased from Illumina, The Molecular Genomics Core will not be able to complete projects that are already planned for investigators. The Illumina i-Scan-Plus System is utilized to assess gene expression and methylation changes for specific genes in multiple gemones. This service contract serves to maintain current working status, on-site visits for repair when necessary and software upgrades as needed. The period of service is December 8, 2014-December 7, 2015. Interested parties may identify their interest and capability. Respond to this requirement by submitting written capabilities/specifications to the Purchasing Agent at the address stated above. This notice of intent is not a request for competitive proposal; however, all responses received within 8 days from the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely with the discretion of the Government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 8 days of this notice to determine whether a qualified source is note advantageous to the Government, an order will be placed Illumina, Inc. The NAICS Code /Size is 811219/19.0 0M. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part, 12, Acquisition of Commercial Items and is not expected to exceed the Simplified Acquisition threshold of $150,000.
