- Description
- The Naval Air Systems Command intends to issue a delivery order under Basic Ordering Agreement N00019-13-G-0011 to Rolls-Royce Corporation, Indianapolis, IN on a sole-source basis to obtain data and technical insight to support NAVAIR airworthiness certification review of all configuration changes, repair procedure and limit changes, and Material Review Board (MRB) / Technical Variance (TV) activities relating to V-22 AE1107C Engine Critical Safety Items (CSIs). The Contractor will also provide detailed design and Failure Modes Effects and Criticality Analysis (FMECA) data and technical support to assist the Government in identifying AE1107C components meeting the definition of "aviation critical safety item" as defined in public law 108-136, section 802. It is anticipated that the order will have a one-year base period and an option for an additional year of effort. Rolls-Royce is the sole developer, designer, and manufacturer of the AE1107C engine for the V-22 program. As such, Rolls-Royce Corporation is the only responsible source with the necessary access to technical data and requisite expertise to perform the contemplated effort within the required schedule. Note: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, any capability statement received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
