Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - The Government is currently conducting market research to gather information and identify potential sources for the requirement identified below. A solicitation is not available at this time, and requests for a solicitation will not receive a response. This notice does not constitute a commitment by the United States Government. NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, in support of the Office of Marine and Aviation Operations (OMAO) seeks potential vendors for office space, classroom facilities, and other support to conduct a three week long NOAA diver class. PURPOSE and HISTORY: The NOAA Diving Center (NDC) conducts three NOAA Diver and Divemaster classes every year to meet the training demands of NOAA's scientific programs. Two of these combo courses are offered at the NOAA Diving Center in Seattle Washington. One course is conducted in May and the other in September. To support the operational scheduling needs of the NOAA Line Offices and NOAA ships a third class is conducted in the winter. Unfortunately, during winter in Seattle, weather and water conditions are too cold to safely and efficiently train new divers. Because of this, the NOAA Diving Center must look for a warm-water location suitable to conduct three consecutive weeks of training in the January to February timeframe. The NOAA Diving Center has been conducting its winter classes in Florida. The NDC considered the need for a facility that has classrooms and dive support equipment in close proximity to a pool, open water dive areas, and hyperbaric chambers for treating dive emergencies. TECHNICAL SPECIFICATIONS: The NOAA Diver class is a continuous three-week-long course with only one Sunday off. Class schedule and certification requirements allow for a minimum of travel time between classrooms and in-water training sites. The class schedule runs from 0730 - 1930 daily and is based on having all amenities in close proximity. Adding transportation time between classrooms and in-water training sites would result in additional days of training and increased cost for the government. General Location Requirements 1. Ambient air temperatures at a minimum of 60°F during daylight hours. 2. Water temperatures at a minimum of 55°F for controlled and open water diving. 3. Within two hours of a major airport with daily service and rental cars available on site. 4. Access to dive boats capable of supporting 20 divers and 10 divemasters for offshore dive excursions. 5. Lodging, groceries, and restaurants within 30 minutes of facility. 6. Located within 20 minutes from medical facilities with urgent care or Emergency Department. 7. Located within 60 minutes of a hyperbaric treatment facility capable of treating divers. 8. Access to water depth of 100 feet or more within 1 hour by boat. Facility Requirements General: 1. Classrooms and offices must be collocated, quiet, and secure with locking doors and windows, have good lighting, and HVAC capable of maintaining room temperatures of 70-75 degrees Fahrenheit. If classrooms and offices are located above the 2nd floor, an elevator must be available for use. 2. Pool, hyperbaric chamber, and sheltered water (at least 30 feet deep) must be located within 15 minutes of classroom/office spaces. 3. Bathrooms, showers, and changing areas (separate male and female) adequate to serve 25 students must be available. 4. Refrigerator near the classroom/office location large enough to store lunches for up to 36 people. 5. Onsite parking (within 5 min walking distance of classroom/office facility) for students and staff 6. Facility supplied area (20ft x 50ft) for shipping container (8ft x 15ft) located near scuba cylinder fill station. The area provided must be accessible for delivery and setup of NOAA's equipment container. 7. Power supply capable of providing 240 volt 30 amp AC outlet located within 50' for use of the NOAA equipment container for the duration of the class. 8. Onsite shipping and receiving facility capable of handling mail, equipment bags, and packages in excess of 50 lbs. Point of Contact (POC): 1. The facility shall provide a senior contact person/liaison to communicate between the facility and NOAA regarding questions and issues that may arise before, during, or after the class. 2. The senior contact person shall be available from Monday through Saturday by cell phone for the duration of the use of the facility. 3. The contact person shall be a staff member of the facility with the ability to initiate and authorize repairs to the facility should they be needed to ensure the class can remain on schedule. 4. The facility shall also provide a technician for 2-3 hours in the evenings to oversee the usage and training of students on dive compressors for tank fills. Classroom: 1. Classroom 1) Minimum 600 square feet with seating at desks or tables for 20 students. Space needs to be environmentally controlled and include a projector screen, dry-erase board (6ft min) and power supply for projector, computer and other electronic equipment. 2. Classroom 2) Minimum 300 square feet with seating at desks or tables for 10 students. Space needs to be environmentally controlled and include a projector screen, dry-erase board (6ft min) and power supply for projector, computer and other electronic equipment. Office Space: 1. Small office space at least 200 square feet with desk, phone service and internet, adjacent to or nearly adjacent to the classrooms. 2. NOAA requires exclusive use of this space for the entire period of contract (24 hrs for 7 days/week). Drying Room 1. Environmentally controlled and secure storage /drying area for student dive equipment and NOAA support equipment. Must support 25 sets of dive gear, min 400 sq. ft. 2. Space shall include hanging gear racks for wetsuits and 100 square feet additional secured storage area for support equipment. Dive Specific Requirements Confined: 1. Access within 60 minutes of the classroom to confined water (isolated from vessel traffic) deeper than 25ft for checkout dives, projects, and swimming. 2. Depth shall be between 25-40ft within 30 yards of the shore and with means of easy and safe egress. 3. Minimum water visibility of 15ft and temperature of 55 degrees Fahrenheit with no known bottom conditions hazardous to divers. 4. Area must be accessible at night with illuminated lay down area. Open Water: 1. Depths of 70-100 feet should be accessible within 1 hour of vessel travel time from the location of the office/classroom facility. 2. Available charter vessel support within the community to transport and support dive operations for 20 divers, 10 Divemasters and 4 Instructors. Dive Supplies Cylinders: 1. Facility to provide a minimum of 60 Aluminum 80 cu ft cylinders filled to no less than 2900 psi at 70 degrees Fahrenheit for 14 days and available for use from 0600 to 2000. 2. All cylinders must have yoke valves, be in current hydro, and current visual for duration of class. 3. Four oxygen kits with medical grade oxygen must be available at the facility in case of a diving emergency. Compressor and Associated Air System: 1. Large HP compressor available on sight to fill scuba cylinders (min 20 cu ft/min @ 3000 psi with current air quality test in compliance with US Navy Air Standards. 2. Cascade system of at least 3000 cubic feet with a working pressure of 3500 psi or greater. 3. Fill station capable of filling 5 cylinders or more at the same time. 4. Flow chart of compressor/cascade/fill station posted at fill station. Dive Weights: 1. Facility supplied lead dive weights for weight belts min of 800 lbs of lead to be used in pouch belt for scuba diving (50 5lbs, and the balance in assorted 2, 3 and 4 lb sizes). DELIVERABLE SCHEDULE: The class dates are January 12 - January 30, 2015. NOAA needs access to the facility for setting up beginning approximately January 8, 2015. Please provide the following information as requested: 1) A statement that you believe that your firm has the capability to meet these requirements and perform these services. Please include relevant experience and other pertinent information that demonstrates your ability to complete the requirement. 2) Your firm's DUNS number & CAGE code; 3) Your firm's SBA certified small business concern status. Specifically identify if your firm is a small business, HUBZone-certified, Service Disabled Veteran Owned, Woman Owned or SBA 8(a) program certified; All information received in response to this notice shall be treated as Business Sensitive or confidential to the responder, exempt from public release under the Freedom of Information Act. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Proprietary information submitted should be marked appropriately. All submitted information shall remain with the U.S. Government and will not be returned.
