- This Request for Information (RFI) is a SOURCES SOUGHT NOTICE being conducted pursuant to FAR Part 10, Market Research to determine the availability and capability of Small Businesses that can perform the described work. The North American Industrial Classification System (NAICS code is 541219 - Other Accounting Services. The size standard for NAICS code 541219 is 20.5M. This information is being sought for acquisition planning purposes only, and shall not be construed as an Invitation for Bid (IFB), a Request for Proposal (RFP), a Request for Quote (RFQ), Solicitation, or an indication that the Government will contract for the items or services described herein. This notice is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted in response to this notice. The Government will not reimburse respondents for any costs associated with submission of the information being requested or reimburse expenses incurred to interested parties for response to this SOURCES SOUGHT NOTICE. All information received will be protected and safeguarded as ACQUISITION/SOURCE SELECTION SENSITIVE in accordance with FAR Part 2.101 and 3.104. Any responses received will NOT be used as a proposal. No official solicitation currently exists in connection to this RFI. If in the future an official solicitation is released, there is no guarantee that sources identified in the RFI will be utilized. The Bureau of Prisons (BOP), Administration Division, Finance Branch is seeking to identify Small Businesses with capabilities to provide reconciliation and reclassification services. The financial management operations are decentralized and operate in approximately 112 different sites. The financial activity reported in the BOP's and Treasury's financial systems are used to prepare the quarterly and annual financial statements. All BOP sites record financial activity individually which makes it a challenging process to identify those specific activities that are inaccurately reported in both systems The contractor will reconcile financial reports of all activity at each site to identify and/or detect problems with unreconciled items or incorrect reporting of specific data which could jeopardize the integrity of the financial statements and ultimately the results of the annual audit required by law and conducted by an independent auditor. The responses to the questions provided below will assist the Government in selecting the appropriate acquisition method. Responses should be no more than ten (10) pages long (Letter size (8 ½ x11) with no less than one (1) inch margins in Times New Roman font size of 11 or larger). A copy of the company's capability statement may also be accepted as supplemental information, but not as a replacement of the responses to the below questions). 1. Company name, address, telephone number, Federal CAGE code, and DUNS, and business size. 2. Point of contact information - name, phone number, and email address. 3. What is your firm small business socioeconomic status? (i.e., HUBZone, 8(a), SDVO SBC, WOSB Programs,). Is your business certified? 4. Is your firm a small business under the NAICS code 541219? 5. What experience do you have in providing Federal Government Agencies with fund balance with treasury reconciliation and reclassification services utilizing US Department Treasury policies, procedures and systems? 6. What professional certifications do you possess in the field of accounting? 7. Do you have correctional experience? 8. Can your candidate (key personnel) successfully pass an investigation under the National Crime Information Center (NCIC)? 9. Could any, all or a combination of the required services be performed by your firm, either as a prime contractor and how much subcontracting would be required? 10. What types of information would be beneficial to quoters when preparing a quote for this type of services? Any resulting solicitation will be distributed solely through the General Services Administration Federal Business Opportunities website at www.fedbizopps.gov. Hard copies of the solicitation will not be available. The website provides downloading instructions to obtain all documents relating to the solicitation. All future information concerning this acquisition, including the presolicitation notices, solicitation, and any subsequent amendments, will be distributed solely through the website.
