Description
USNS JOHN ERICSSON is scheduled for a 42-day Midterm Availability (MTA). MSC intends to accomplish this work via Delivery Order against IDIQ contract N00033-14-D-7509. MSC intends to limit competition for the following work items: a. WI 304, Renk Bearing Maintenance The Original Equipment Manufacturer (OEM) for the vessel's Power Take Off (PTO) Generator and Synchronous Compensators is Siemens. RENK BEARING is the original equipment manufacturer of the bearings used in the Siemens generators and synchronous compensators. Proper refurbishment and maintenance of the PTO and Synchronous Compensator are critical to the safe operation of the Electrical Generation Equipment onboard USNS JOHN ERICSSON (T-AO 194). Factory authorized suppliers provide parts and proprietary technical data/drawings only available from the original manufacturer Authorized Vendors. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. Safety Management Systems (SMS) number 10.6-002-01-AO lists the PTO's as critical equipment. Failure of the PTO's will severely impede the ships ability to generate electrical power and degrade mission capabilities. Proper refurbishment and maintenance of the PTO's are critical to the safe operation of the USNS JOHN ERICSSON (T-AO 194). b. WI 401, Gyro Compass Annual Maintenance The Original Equipment Manufacturer (OEM) for the vessel's new NAVIGAT Gyro Compass repeater system is Northrop Grumman Systems Corp - SPERRY MARINE DIVISION (NGSC-SMD). A SPERRY qualified representative for servicing, parts and repairs is required to certify and ensure proper operation and bearing (heading accuracy). This is the primary electronic means available for determining ship's heading and supplies this information to multiple pieces of equipment on the bridge and must be certified accurate and available for the vessel during navigation for safe passage. This is a Coast Guard requirement; proper refurbishment and maintenance of the Gyro Compass is critical to the safe operation of the USNS JOHN ERICSSON (T-AO 194). Factory authorized suppliers provide parts and proprietary technical data / drawings only available from the original manufacturers required by USCG and ABS regulations. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. Safety Management Systems (SMS) number 10.6-002-01-AO lists the Gyro Compass as critical equipment. Failure of the Gyro Compass or Steering will severely impede the ships ability to navigate and maneuver the vessel. The reduction of the ability to navigate and maneuver the vessel will also pose a hazard to the crew and the vessel. Proper maintenance of the Gyro Compass and Steering are critical to the safe operations of the USNS JOHN ERICSSON (T-AO 194). c. WI 402, Radar / ECDIS Preventative Maintenance The Original Equipment Manufacturer (OEM) for the vessel's Radar is FURUNO and the ECDIS is TRANSAS. FURUNO and TRANSAS have numerous authorized vendors to provide service to their equipment. Vendor is required to provide documentation with Certificate of Approved training for the FURUNO Radars and TRANSAS units that are installed. Factory authorized suppliers provide parts and proprietary technical data/drawings only available from the original manufacturer Authorized Vendors. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. Safety Management Systems (SMS) number 10.6-002-01-AO lists the Navigational Equipment as critical equipment. The Radar and ECDIS are intricate components within the Bridge Navigation equipment. Failure of the Radar and ECDIS will severely impede the ships ability to safely navigate and identify other vessel operating in/around the vessel. Proper refurbishment and maintenance of the Radar and ECDIS is critical to the safe navigation and operations of the USNS JOHN ERICSSON (T-AO 194). d. WI 403, GMDSS Safety Radio Certificate The Original Equipment Manufacturer (OEM) for the vessel's Global Marine Distress and Safety System (GMDSS) is FURUNO. FURUNO has numerous authorized vendors to provide service to their equipment. Vendor is required to provide documentation with Certificate of Approved training for the FURUNO FS-5000 GMDSS Console unit that is installed. Factory authorized suppliers provide parts and proprietary technical data/drawings only available from the original manufacturer Authorized Vendors. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. Safety Management Systems (SMS) number 10.6-002-01-AO lists the Navigational Equipment as critical equipment, and the Global Marine Distress and Safety System (GMDSS) are required by ABS and USCG. Service of the GMDSS must be accomplished by USCG/ABS Approved and OEM trained vendors. Proper refurbishment and maintenance of the GMDSS is critical to the safe navigation and operations of the USNS JOHN ERICSSON (T-AO 194). e. WI 404, SVDR Recertification The Original Equipment Manufacturer (OEM) for the vessel's Simplified Voice Data Recorded (SVDR) is RUTTER. RUTTER has numerous authorized vendors to provide service to their equipment. Vendor is required to provide documentation with Certificate of Approved training for the Rutter SVDR-100G2/G2S unit that is installed. Factory authorized suppliers provide parts and proprietary technical data/drawings only available from the original manufacturer Authorized Vendors. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. Safety Management Systems (SMS) number 10.6-002-01-AO lists the Navigational Equipment as critical equipment, and the SVDR is part of the vessel's Safety Radio Certificate, as required by ABS. The SVDR is a USCG and ABS required system that is integrated into the Radar and ECDIS systems to records ship movements. Service of the SVDR must be accomplished by USCG/ABS approved OEM trained vendors. Proper refurbishment and maintenance of the SVDR is critical to the safe navigation and operations of the USNS JOHN ERICSSON (T-AO 194). f. WI 501, Incinerator Annual PMS The Original Equipment Manufacturer (OEM) for the vessel's incinerator is ATLAS INCINERATORS. ATLAS has numerous authorized vendors to provide service for their equipment. Vendor is required to provide documentation with Certificate of Approved training for the ATLAS ASWI-402-AS incinerator unit that is installed. Factory authorized suppliers provide parts and proprietary technical data/drawings only available from the original manufacturer Authorized Vendors. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. SMS number 10.6-002-01-AO lists the Incinerator as critical equipment. Failure of the Ship's Incinerator would severely impact the mission capability of the ship. Proper refurbishment and maintenance of the Ship's Incinerator is critical to the Mission Capability of the USNS JOHN ERICSSON (T-AO 194). g. WI 502, #4 SSDG 60K Overhaul The Original Equipment Manufacturer (OEM) for the vessel's Ship's Service Diesel Generator is BERGEN. BERGEN is the only known vendor to provide OEM parts and service to their equipment. Bergen provides parts and proprietary technical data/drawings only available from the original manufacturer. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. SMS number 10.6-002-01-AO lists the Ship's Service Diesel Generator as critical equipment. Failure of the Ship's Service Diesel Generator system would severely impact the ability to produce electrical power required by the ship. Proper refurbishment and maintenance of the Ship's Service Diesel Generator is critical to the Mission Capability of the USNS JOHN ERICSSON (T-AO 194). h. WI 504, Auxiliary Boiler Inspection and Repair The Original Equipment Manufacturer (OEM) for the vessel's Auxiliary Boilers is CLAYTON MANUFACTURING. CLAYTON is the only known OEM authorized supplier of approved repair parts and service for their equipment. Proper refurbishment and maintenance of the Auxiliary Boilers is critical to the safe operation of the vessel. Factory authorized suppliers provide parts and technical data/drawings from the original manufacturer as required by USCG and ABS regulations. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. SMS number 10.6-002-01-AO lists the Auxiliary Boilers as critical equipment. Failure of the Auxiliary Boilers will severely impede the ships ability to provide hot water which is used for cooking and washing. Proper refurbishment and maintenance of the Auxiliary Boilers is critical to the safe operations of the JOHN ERICSSON (T-AO 194). i. WI 506, Overhaul #3 and #5 CT Winches The Original Equipment Manufacturer (OEM) for the vessel's CT Winches is OLDENBER GROUP / LAKE SHORE. OEM parts are required for all critical equipment on board T-AO class ships. Factory authorized suppliers provide parts and technical data / drawings from the original manufacturer as required by USCG and ABS regulations. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. The OEM is the only vendor with the special tools required for internal gear alignment. Safety Management Systems (SMS) number 10.6-002-01-AO lists winches as critical equipment. The CT Winches would restrict the ship's ability to perform its required mission. Proper refurbishment and maintenance of the CT Winches is critical to the safe operation of the USNS JOHN ERICSSON (T-AO 194). j. WI 602, Annual SCBA Compressor / Compressor Servicing. The Original Equipment Manufacturer (OEM) for the vessel's SCBA Compressor and Refill Station is MAKO. MAKO has numerous authorized vendors to provide service to their equipment. Vendor is required to provide documentation with Certificate of Approved training for the MAKO Model No. 9400E3 Compressor and Model No. M3100 Refill Station units installed. Factory authorized suppliers provide parts and proprietary technical data/drawings only available from the original manufacturer Authorized Vendors. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. Safety Management Systems (SMS) number 10.6-002-01-AO lists Damage Control Equipment as critical equipment. The vessel's SCBA Compressor and Refill Station are required to refill expended SCBA bottles used when fighting a shipboard fire or addressing a HAZMAT situation. Failure of the SCBA Compressor and Refill Station will severely reduce the Ship's Force capability control/extinguish a fire and save the vessel from further damage. k. WI 603, Annual Inspection of SCBA Equipment (ABS) The Original Equipment Manufacturer (OEM) for the vessel's SCBA Air Breathing Bottles is INTERSPIRO. INTERSPIRO has numerous authorized vendors to provide service to their equipment. Vendor is required to provide documentation with Certificate of Approved training for the INTERSPIRO breathing air bottles that are installed. Factory authorized suppliers provide parts and proprietary technical data/drawings only available from the original manufacturer Authorized Vendors. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company SMS number 10.6-002-01-AO lists the INTERSPIRO Air Breathing Bottles as critical equipment. Failure of the Air Breathing Bottles will severely impede the ships ability to comply with current safety regulations and meet its mission. The reduction of the ability to comply with current safety regulations as required by regulatory bodies (USCG and ABS) and to provide a reliable source of replenishments to the fleet will severely impact the ship's mission. Proper refurbishment and maintenance of the SCBA Equipment is critical to the mission of the USNS JOHN ERICSSON (T-AO 194). l. WI 604, Recertify Rescue Boat Winch and Davit The OEM for the vessel's Rescue Boat Davits is SCHAT-HARDING. SCHAT-HARDING is the OEM authorized vendor and supplier of approved repair parts and services their equipment. Proper refurbishment and maintenance of Rescue Boat Davits is critical to the safe operation of the USNS JOHN ERICSSON (T-AO 194). Factory authorized suppliers provide parts and technical data/drawings from the original manufacturer as required by USCG and ABS regulations; this maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. SMS number 10.6-002-ALL lists the RHIB and Davit Assemblies as critical equipment. Failure of RHIB and Davit Assemblies is a major loss in safety and lifesaving equipment required for the vessel to get underway for vessel operations. The loss of major safety and lifesaving equipment poses a hazard to the crew. Proper refurbishment and maintenance of the RHIB and Davit Assemblies is critical to the safe operations of the USNS JOHN ERICSSON (T-A0 194). m. WI 605, Falls Renewal and Recertify Lifeboat Winch and Davits The OEM for the vessel's Lifeboat Winches is SCHAT-HARDING. SCHAT-HARDING is the OEM authorized vendor and supplier of approved repair parts and service their equipment. Proper refurbishment and maintenance of Lifeboat Winches is critical to the safe operation of the USNS JOH N ERICSSON (T-AO 194). Factory authorized suppliers provide parts and technical data/drawings from the original manufacturer as required by USCG and ABS regulations. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. SMS number 10.6-002-ALL lists the Lifeboats as critical equipment. Failure of Lifeboat Winches is a major loss in safety and lifesaving equipment required for the vessel to get underway for vessel operations. The loss of major safety and lifesaving equipment poses a hazard to the crew. Proper refurbishment and maintenance of the Lifeboat Winches is critical to the safe operations of the USNS JOHN ERICSSON (T-A0 194). n. WI 606, Personnel Elevator Recertification The Original Equipment Manufacturer (OEM) for the Ship's Personnel Elevator is PAR Systems, Inc. PAR Systems, Inc. provides original OEM repair parts and service for their equipment. Proper refurbishment and maintenance of the Personnel Elevator is required to meet USG and ABS requirements. PAR Systems' authorized suppliers provide parts and proprietary technical data/drawings only available from the original manufacturer Authorized Vendors. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. SMS number 7.6-001-ALL, Material and Handling Equipment o. WI 607, Annual Inspection and Re-Engine of 2 Lifeboats The Original Equipment Manufacturer (OEM) for the vessel's Life Boats is SCHAT-HARDING. SCHAT-HARDING is the OEM authorized vendor and supplier of approved repair parts and services for their equipment. SCHAT-HARDING has numerous authorized vendors who provide service. Vendor is required to provide documentation with Certificate of Approved training for the equipment that is installed. Factory authorized suppliers provide parts and proprietary technical data/drawings only available from the original manufacturer Authorized Vendors. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. SMS number 10.6-002-01-AO lists the Lifeboats as critical equipment. Failure of the lifeboats will severely impede the ships ability to comply with current safety regulations and meet its mission. The reduction of the ability to comply with current safety regulations as required by regulatory bodies (USCG and ABS) and to provide a reliable source of replenishments to the fleet will severely impact the ship's mission. Proper refurbishment and maintenance of the lifeboats is critical to the mission of the USNS JOHN ERICSSON (T-AO 194). p. WI 608, Allied Davit Annual Maintenance (ABS / USCG) The OEM for the Rescue Boat Davit onboard the USNS JOHN ERICSON (T-AO 194) is Allied SYSTEMS COMPANY. ALLIED is the only known OEM authorized supplier of approved repair parts and service for their equipment. Proper refurbishment and maintenance of the Rescue Boat Davit is critical to the safe operation of the USNS JOHN ERICSSON (T-AO 194). Factory authorized suppliers provide parts and technical data/drawings from the original manufacturer as required by USCG and ABS regulations. This maintains all OEM warranties, ensures equipment reliability, and crew safety therefore precluding consideration of a product manufactured by another company. SMS number 10.6-002-01-AO lists the Oily Rescue Boat Davit as critical equipment. Failure of the Rescue Boat Davit will severely impede the ships ability to comply with current safety regulations. The reduction of the ability to comply with current safety regulations will expose the crew to the possibility of injury during deployment of the Rescue Boat. Proper refurbishment and maintenance of the Rescue Boat Davit is critical to the safe operations of the USNS JOHN ERICSSON (T-AO 194). MSC does not have manufacturing and technical information required to evaluate and determine whether non-OEM components and replacement parts offered are equivalent to the OEM components and replacement parts. The work items listed require special tools, specialized repair parts, and technical expertise unique to this equipment; only approved OEM parts are authorized to be installed on this highly sophisticated equipment. The OEM Representative has access to provide parts and technical data / drawings from the original manufacturer, as required to properly repair and maintain the equipment. All OEM repair parts are in compliance with USCG and ABS IMO regulatory requirements.
