- Description
- The National Aeronautics and Space Administration (NASA) Stennis Space Center (SSC) Office of Procurement plans to issue a Request for Proposal (RFP) for the procurement of laboratory services at the John C. Stennis Space Center, MS (SSC) and Michoud Assembly Facility, LA (MAF). The work to be performed under this requirement includes all necessary managerial and technical expertise to support laboratory services at NASA/SSC/MAF. This requirement will include providing services to NASA, resident agencies, on-site contractors and on-site commercial tenants. The contractor shall provide a broad range of laboratory services in the following areas: metrology and calibration; gas and material science; environmental science; and geographical information services. The Government is contemplating the award of a performance-based, Firm Fixed Price (FFP) contract with a period of performance of five years, including option periods. This procurement will be set-aside for certified 8(a) small businesses. The NAICS Code and Size Standard are 541380 (Testing Laboratories) and $15M, respectively. The anticipated release date of the RFP is on or about December 1, 2014, with an anticipated proposal due date on or about January 5, 2015. The firm date for receipt of proposals will be stated in the RFP. The Government intends to acquire a commercial item using FAR Part 12. The Government will conduct a single organized Industry Day for this requirement. The anticipated Industry Day is scheduled for December 10, 2014 at 9:00 a.m. beginning at SSC. Offerors are highly encouraged to attend this meeting prior to submitting an offer, as it will be the only Industry Day provided. In order to arrange access to SSC and MAF, offerors planning to attend shall notify leanne.olson.@nasa.gov no later than 3:00 pm on Tuesday December 9, 2014 with the company name, names of representatives, number of representatives and citizenship; offerors failing to do so will not have seating. Offerors shall report to the SSC South Visitors Reception Center at prior to 8:30 in the morning on December 10 27, 2014 and sign in with the receptionist, providing the names of individuals attending.Any questions regarding the meeting must be submitted in writing to leanne.olson@nasa.gov. All responsible certified 8(a) small business sources may submit a proposal which shall be considered by the agency. The RFP and related documents will only be issued electronically and will be available via the internet. These documents may be accessed and downloaded at the NASA Acquisition Internet Service (NAIS) Business Opportunities website @ http://prod.nais.nasa.gov/cgi- bin/nais/link_syp.cgi or at the Federal Business Opportunities (FedBizOpps) website @ http://www.fbo.gov. Offerors unable to access the RFP at this address may contact the Contracting Office for assistance. All contractual and technical questions must be submitted in writing to leanne.olson@nasa.gov or by fax 228-688-1141. Telephone questions will not be accepted. Prospective offerors shall notify this office of their intent to submit an offer.
