INL Program Coordinator Panama City, Panama Issuance Date: 11/14//2014 Closing Date: 12/12/2014 SOLICITATION NUMBER: PSC-15-007-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. Offerors shall ensure their resume demonstrates their possession of the minimum qualifications outlined in this Solicitation, as well as their ability to fulfill all required duties. MARKET VALUE: $66,067 - $97,022 (FS-03 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 8. PLACE OF PERFORMANCE: Panama City, Panama 9. JOB DESCRIPTION: See below GENERAL STATEMENT OF THE PURPOSE OF THIS CONTRACT AND RESPONSIBILITIES OF THE CONTRACTOR: The International Narcotics and Law Enforcement (INL) Section at the US embassy in Panama City is the principal coordinator for law enforcement and criminal justice training and institutional development. INL Panama develops, executes, and monitors programs to address the full range of criminal justice issues as they relate to international development. The Program Manager manages several of INL Panama's roughly twenty Central America Regional Security Initiative (CARSI)-funded programs, while fostering cross-program synergies, coordination, and improving institutional capacity. The INL Coordinator will make recommendations to adjust those programs within the rubric of current U.S. assistance and Panamanian national security strategies. RELATIONSHIP: The INL Program Coordinator will report to the INL Director at US Embassy Panama. The Program Coordinator will consult and coordinate with key personnel that might be germain to the INL programs under his supervision. These may include key personnel such as the Central American Police Program (CAPP) Advisor, the Regional Gangs Advisor, the Regional Corrections Advisor, and other INL Panama personnel. The INL Program Coordinator will supervise the INL Panama Program Assistant. DUTIES AND RESPONSIBILTIES • Under guidance from the U.S. Embassy Panama INL Director, the Coordinator will oversee and advise on implementation of various INL programs, which may include activities like institutional capacity and organizational reform, counternarcotics, community policing, crime prevention, justice sector, forensics, corrections, and criminal investigations. The Coordinator will coordinate these activities within INL Panama, with U.S. government agencies operating in Panama and with the appropriate Government of Panama (GOP) stakeholders. • Assist the INL Director in planning and implementing all program activities to include policy, training, and inter-ministerial coordination. • Will be responsible for ensuring adequate support for INL Programs under him/her, including training, vetting, logistics support for program activities, acquisitions, budgeting, and other efforts as needed. • Support the INL Section in other duties as needed, including but not limited to taking notes and reporting out to the U.S. Embassy, drafting documents and memoranda, scheduling meetings, organizing events, etc. • Coordinate with GOP, civil society, and potential donors in the international community to further the success of his/her INL programs. • Review, make recommendations, and forward for approval to the INL Director program proposals, program training plans and initiatives, and training curricula. • Conduct adequate monitoring of these programs through periodic site visits to project locations and continuous engagement with personnel carrying out the projects. Apply performance measures that will lead to accurate assessments and ensure program sustainability. • Other duties as assigned. MINIMUM QUALIFICATIONS • US citizenship, able to obtain and maintain a DOS medical clearance, Ethics, and Secret security clearance. • Spanish language ability at or above the FSI 3/3 level; the Program Coordinator will be working in a Spanish-language-only environment routinely • A Bachelor's Degree in a related field from an accredited institution • Three (3) years demonstrated experience related to law enforcement, international development, international affairs, political science, and/or public administration • Two (2) years demonstrated experience drafting or developing policy documents, project reports or program evaluations. Strong verbal and written skills and ability to present and defend complex analyses and proposals concisely • Two (2) years demonstrated experience in or management of citizen security, law enforcement, rule of law, drug control and demand reduction, justice reform and/or counternarcotics programs aimed at achieving US drug control and citizen security objectives Ability to work independently on projects and issues within overall policy guidelines • Ability to work effectively in a fast-paced, team-oriented environment • Excellent interpersonal skills and track record of working collaboratively at all levels in a workplace environment • Ability to complete the FSI Contracting Officer's Representative course successfully within 120 days of assignment • Ability to complete the FSI Grants Officer's Representative courses successfully within the first seventy-five days of assignment • Proven ability to complete Distance Learning (DL) FSI Introduction to Working in an Embassy (PN113) courses within six (6) months of assignment successfully. • Proficient in Microsoft Office Suite PREFERRED QUALIFICATIONS • Experience working in institutional reform efforts and program management • Experience in management roles that include strategic planning, resource management, budgeting, oversight, and evaluation • Experience managing criminal justice projects in a foreign country, including promoting U.S. interests with host government officials, ensuring sustainability of projects through supervision of appropriate training and maintenance, and the ability to integrate competing needs of U.S. and Panamanian agencies with the long-term capacity building of Panamanian institutions • Experience working and/or coordinating with other relevant U.S. government agencies (e.g., USAID, Departments of Justice, Defense, Homeland Security, etc.), international institutions (e.g., United Nations, Inter-American Development Bank, etc.), and foreign government entities EVALUATION CRITERIA Factor 1: Program Management: (30 points) Demonstrated knowledge of program management policies, concepts, budgeting practices, and principles in order to analyze and develop recommendations for program implementation and objectives of the U.S. government. Demonstrated program management experience in designing, implementing, and coordinating capacity-building programs. Factor 2: Diplomatic & Work Experience: (25 points) Demonstrated experience in coordinating with U.S. government agencies, security units, international organizations, and/or private sector entities working toward a common goal. Demonstrated superior negotiation, communication, and interpersonal skills, especially in culturally sensitive situations. Factor 3: Management & Leadership: (25 points) Demonstrated successful supervisory and leadership experience in a multi-cultural environment, including ability to provide sound and timely decisions regarding policies and procedures. Demonstrated ability to lead a diverse team and interact effective with a wide range of U.S. and foreign national personnel at all levels of an organization and within a foreign government. Factor 4: Past Performance: (20 points) Past performance of the applicant's ability to perform duties assigned related to the position. The Government reserves the right to utilize all evaluation information available at the time of the evaluation, whether provided by the applicant or obtained from other sources. Pre-Award Ethical Responsibilities of PSC (JUN 2011) This solicitation may result in the award of one or more personal services contracts as defined in FAR 2.101. Prior to contract award, all offerors or quotes must advise the cognizant Contracting Officer if they have a personal conflict of interest, such as a financial conflict, that would prevent them from either meeting the requirements of the clause entitled, "Post-Award Ethical Responsibilities of Personal Services Contractors," or otherwise objectively performing their contractual duties upon contract award. VETERAN'S PREFERANCE Veteran's Preference is not applicable to this position.
