- The US Army Corps of Engineers, Walla Walla District is seeking interested offerors for a construction project entitled: Dworshak Unit 3 Winding Replacement and Cavitation Repair. The construction will occur at Dworshak Dam in Clearwater County, Idaho. This will be a firm-fixed-price construction contract. Construction magnitude is estimated between $5,000,000 and $10,000,000, and 100% performance and payment bonds will be required. The North American Industry Classification System (NAICS) code for this project is 237990 and the associated small business size standard is $36,500,000. This sources-sought announcement is a tool to identify businesses with the interest in and capability to accomplish the work. This is not a solicitation. 1) The contractor should submit project examples demonstrating relevant experience in designing, manufacturing, and installing windings and cores, and rehabilitating rotor poles that meet the following criteria: 1. Generating units that were completed within the last 15 years: 1999 - 2014 2. Generating units that provided a continuous generator output rating equal to or greater than 233 MVA 3. The project examples were for a rewind of an existing unit or construction of a new generator that used stator bars 4. Relevant experience from at least 2 separate job locations that show a minimum of 10 generators (new or rehab) 5. Generating units that are hydro-driven salient-pole machines below 400 rpm 2) A statement of your firm's ability to complete all identified work within the stated out of service window. 3) A statement or list of your firm's current or past performance similar to or the same as the summary scope of work and construction magnitude. Include a point of contact name, phone number and email address. 4) A statement of your firm's bonding capacity. 5) A statement of your firm's business size and type (HUBZone, Service Disabled Veteran Owned, 8(a), small business). Submit this information to Jani Long, Contract Specialist, via email to jani.c.long@usace.army.mil. Your response to this notice must be received on or before 10:00AM on Monday, December 1, 2014. Summary of Scope of Work: Dworshak Unit 3 is a 231,579 kVA, 13,800 volt, 128.5 RPM Francis type hydro-generating unit built by Allis Chalmers circa 1970, located at Dworshak Dam, Ahsahka, Idaho, Clearwater County. This contract will be to provide all labor, materials, incidentals, and equipment to, in general, disassemble Dworshak powerhouse generating unit 3, provide and install a new stator core and stator windings, and reassemble the unit. Specific items include, but are not limited to: a. Perform all work required to comply with site operations, environmental protection, and safety and health provisions. b. Perform pre-disassembly inspections and alignment measurements. c. Disassemble generator unit. d. Establish a centerline for the reassembled unit. e. Clean and inspect disassembled components, including turbine and generator guide bearing. f. Remove and dispose the existing surface air coolers and furnish, install, and test new surface air cooler assemblies, associated piping, and valves. g. Perform refurbishment of rotor poles. h. Design, manufacture, shop test, and deliver one complete set of stator bars, stator core laminations and all accessories needed for a complete winding assembly, ensuring circularity. i. Remove and dispose the existing stator core and install the new laminations. j. Remove and dispose the existing stator windings and install and test the new stator windings and accessories. k. Remove and dispose the existing fiberglass air shrouds and install new air shrouds for stator end turns. l. Repair minor weld cracks in the rotor. m. Reassemble the generator unit and perform complete alignment of generator unit. n. Perform post-assembly measurements, inspections, and tests as necessary. This includes model validation once the unit is returned to service. Optional items may include replacement of the bearings with existing spares and refurbishment of the original Unit 3 bearings and cavitation repair on the Francis turbine runner and wicket gates. Due to numerous constraints and environmental requirements for Dworshak powerhouse, generating unit 3 can only be out of service from 15 September 2016 to 30 April 2017. The Contractor shall have sufficient resources to complete the work within the stated duration. Prior to beginning disassembly of Unit 3, the Contractor shall demonstrate that all necessary materials are on site, or scheduled to arrive in time such that work may begin and be completed within the allowable outage timeframe.
