- Consumer Assessment of Healthcare Providers and Systems (CAHPS) for Accountable Care Organizations (ACOs) participating in Medicare Initiatives and Physician Quality Reporting System (PQRS) Survey Administration Contractor THIS IS NOT A FORMAL REQUEST FOR PROPOSAL (RFP) AND DOES NOT COMMIT THE CENTERS FOR MEDICARE & MEDICAID SERVICES (CMS) TO AWARD A CONTRACT NOW OR IN THE FUTURE This is a SOURCES SOUGHT NOTICE to determine the availability of small businesses (e.g., 8(a), service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, veteran-owned small business, and women-owned small business) on the GSA Mission Oriented Business Integrated Services (MOBIS) Schedule 874.1 that have the capability to support CMS in all activities associated with the administration of the CAHPS for ACOs and CAHPS for PQRS surveys by CMS approved vendors. The Survey Administration contractor would be responsible for vendor training, data collection from the vendors and subsequent data analysis, scoring, benchmarking and preparing survey reports and preparing survey data for public reporting. The CAHPS for ACOs and CAHPS for PQRS surveys are required for Medicare Shared Savings Program ACOs, Pioneer Model ACOs and group practices with greater than 100 PQRS eligible professionals (EPs) reporting through the PQRS group practice reporting option (GPRO) respectively. The surveys are administered annually. Groups of 2-99 EPs have the option to select CAHPS for PQRS survey administration to measure patient experience of care received in the group practice. Both surveys are publicly reported on the Physician Compare website http://www.medicare.gov/physiciancompare/ Skills required of the contractor will include: • Experience in planning the operational details of implementing a large national survey including developing project timetables, methods for validating the integrity of data, plans for data confidentiality, data analysis, scoring and benchmarking, and project evaluation. • Experience in working with large files and securely transferring files to CMS, approved survey vendors and other CMS contractors. • Experience in developing the sample design and sample frame for implementation of the surveys among the approximately 1200 ACO and PQRS group practices using survey vendors approved by CMS. • Experience in oversight of multiple vendors administering CAHPS survey using mixed mode protocol offered in English and 7 additional languages. • Experience in CAHPS survey administration procedures. • Experience in establishing minimum business requirements for survey vendors and evaluating potential vendors to ensure they meet the business requirements established and responding to inquiries from vendors and potential vendors. • Experience in developing and administering vendor training, and ongoing vendor support including updating training materials and implementing training on all facets of survey administration. • Experience in developing and administering a monitoring plan to ensure the integrity of vendor data collection activates and the ability to ensure the data meets the standards for both scoring and for public reporting. • Experienced in developing benchmarks with all available and applicable CAHPS data. • Experienced in developing CAHPS survey reports for practices and ACOs participating in the survey. Experienced in securely transmitting reports and other data. • Experience in the development and implementation secure systems to manage all data received from survey vendors. Able to prepare data files in formats that facilitate cleaning procedures, and conduct statistical analyses of the data. • Experience in conducting analysis and developing reports, stakeholder educational material, responding to inquiries from stakeholders and the public, hosting and maintaining websites and meeting 508 and 504 requirements for all documents, reports and websites. • Experienced in assisting CMS in the Office of Management and Budget (OMB) clearance of any survey updates and prepare responses to inquiries about the survey. DESCRIPTION OF TASKS The tasks for survey implementation and administration include: • Review and Finalize Implementation Procedures CAHPS for ACO and PQRS Surveys • Review and Finalize all Data Collection Materials for CAHPS for ACO and PQRS Surveys Implementation • Review and Update Business Requirements, Training Materials, and Technical Assistance Program for Vendors • Provide Oversight of Approved Vendors • Establish a Secure Data Submission Tool and Processing Procedures • Develop CAHPS for ACO and PQRS Surveys Sample Design • Data Processing, Analysis, File Production, and Weight Creation • Review, Update, and Perform Case-Mix Adjustment Procedures • Calculate Scores for ACO Quality Reports, Quality and Resource Use Reports (QRURs) for the Value Modifier and for public reporting of CAHPS for ACOs and CAHPS for PQRS. • Conduct Select Statistical Analyses of CAHPS for ACO and PQRS Data • Assist CMS in the Office of Management and Budget (OMB) clearance of any survey updates and prepare responses to inquiries about the survey. • Update the CAHPS for ACO and PQRS Survey Reports and report templates. • Technical Report Preparation and Special reports as requested. • Annual Report Describing Research Activities and Analysis. • Develop and maintain websites for CAHPS for ACOs and CAHPS for PQRS. REQUIRED DEMONSTRATED KNOWLEDGE AND EXPERIENCE Any potential offeror must demonstrate the following: - Demonstrated knowledge and understanding of CAHPS survey protocol, data analysis, scoring, sampling, Demonstrated knowledge and understanding of securely transferring and working with large data files. - Basic knowledge of Shared Savings Program ACOs, Pioneer Model ACOs and PQRS. - Demonstrated knowledge, experience and understanding of mixed mode (telephone and mail) survey administration. - Demonstrated knowledge, experience and understanding of vendor training, support, and quality assurance monitoring of vendor activities and data collection. - Ability to interface with a variety of data systems in a secure environment; - Thorough understanding of HIPAA requirements. - Demonstrated experience communicating with organizations about CAHPS surveys - Demonstrated ability to provide CAHPS for ACOs and PQRS data to multiple CMS contractors for use in other CMS programs. - Demonstrated expertise in survey data analysis. - Ability to store, retrieve and analyze data files. - Ability to produce weekly, monthly and annual reports of all activities. - Ability to produce ad-hoc reports in response to CMS inquiries.
