- WC-133R-15-RQ-0056 This solicitation is being issued as Request for Quote (RFQ). Written quotes are being requested. This is a combined synopsis/solicitation. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a solicitation from the United States Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Eastern Acquisition Division-Kansas City (EAD-KC), 601 East 12 th Street, Room 1734, Kansas City, MO 64106. The requirement is to provide landscaping services at the Atlantic Oceanographic & Meteorological Laboratory (AOML) located in Miami, FL. This support service is being procured under the guidelines of FAR Part 13, Simplified Acquisition Procedures and Part 12 Commercial Items. This RFQ and the following incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-74. This procurement is a 100% small business set-aside, the associated NAICS code is 561730 with a size standard of $7.5 million dollars. Department of Labor wage rates are applicable to this requirement and can be obtained at http://www.wdol.gov or upon request for Dade County. All items under this contract shall be FOB Destination and the place of acceptance is NOAA/ Atlantic Oceanographic and Meteorological Laboratory (AOML) located in Miami, FL. Requirements: The Contractor shall be responsible for satisfactorily managing and performing exterior lawn care maintenance services in accordance with the Statement of Work. Exterior grounds consist of lawns, native grass areas, gravel, plant beds, parking lot, walks, driveways and curb. The Contractor shall provide all labor, tools, equipment, supervision, herbicides, transportation, and any other services necessary to maintain the landscaping and grounds in such a manner to present a neat and well maintained appearance. All products used are to be environmentally friendly and a list and Material Safety Data Sheet (MSDS) of these products will be supplied to the government contact point for approval. The products are to be non-toxic, biodegradable, and made from renewable sources (not petroleum) to promote a healthy and green environment when possible. The MSDS shall be provided by the contractor to the government contact point. Please see attached Statement of Work for a list of specifications. EAD-KC requires that all contractors to be eligible for award, the quoter must be registered in the System for Award Management (SAM.gov) database and complete the “Core Data”, “Assertions”, “Representations and Certifications”, and “Points of Contact”. No award can be made to a company not registered in SAM.
