- Riverside County Wage Determination This combined synopsis and solicitation for commercial items is prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes a solicitation; quotes are being requested and a copy of the solicitation is available upon request. The U.S. Geological Survey, Western Ecological Research Center has a requirement for janitorial services for their location at 21803 Cactus Avenue, Suite F, Falcon Business Park, Riverside, CA 92518. The services are for a base plus four option years. The Line Item Structure is as Follows: 00010 Janitorial Services, Base Year Period of Performance: 01/12/2015 to 01/11/2016 00020 Janitorial Services, Option Year One Period of Performance: 01/12/2016 to 01/11/2017 00030 Janitorial Services, Option Year Two Period of Performance: 01/12/2017 to 01/11/2018 00040 Janitorial Services, Option Year Three Period of Performance: 01/12/2018 to 01/11/2019 00050 Janitorial Services, Option Year Four Period of Performance: 01/12/2019 to 01/11/2020 This solicitation document contains incorporated provisions and clauses in effect through Federal Acquisition Circular 2005-77, dated 13 Nov 2014. The solicitation number for this procurement is G15PS00028 and is issued as a request for quote (RFQ). This RFQ is issued as a Total Small Business Set Aside. The North American Industry Classification System (NAICS) code is 561720 with an applicable size standard of $18 million dollars. Provision at FAR 52.212-1, Instruction to Offerors Commercial Items applies to this acquisition. Request for Quotation (RFQ) should be submitted and shall contain the following information: RFQ NUMBER; TIME SPECIFIED FOR RECEIPT OF OFFERS; NAME, ADDRESS; TELEPHONE NUMBER OF OFFEROR; TERMS OF THE EXPRESSED WARRANTY; ANY DISCOUNT TERMS AND ACKNOWLEDGEMENT OF ALL SOLICITATION AMENDMENTS (if applicable). Signed quotes must indicate unit price, by month, and a total amount for each year and a grand total for the life of the RFQ. Offerors shall include a statement specifying the extent of agreement with all terms, conditions and provisions included in the solicitation. Quote shall also contain all other documentation specified herein. Technical Specifications Complete technical/performance specifications given in the Statement of Work which follows: Statement of Work 1.Introduction: The USGS WERC, Springs/Riverside Field Station, requires janitorial services to provide cleaning (including vacuuming) throughout the facility, encompassing all office space occupied by USGS staff, in addition to lavatory (unisex), laboratory space, warehouse, kitchen area, and high traffic/common areas (i.e., small conference meeting area; filing space) in the complex (700 square feet). Under normal circumstances two people occupy the office. Carpeted areas will be washed/shampooed twice [2X] annually. Work Requirements – Definitions a. High Traffic/Common Areas - entryways, foyer, and kitchen area. b. Horizontal Surfaces – includes, but are not limited to office and conference area, chair bases, filing cabinets, bookcases, window ledges and wall baseboards. c. Vertical Surfaces - includes, but are not limited to partitions, unisex lavatory stalls, doors, window frames, and file cabinets. d. Recyclable Paper Materials - includes, but are not limited to bond paper, magazines, binder manuals, catalogs, and newspapers. e. Services Not included - picking up personal clutter (i.e., brief cases, papers, drink containers, etc.) left in areas prior to cleaning; and/or any other personal service. 2. Service Requirements: Include moving and returning of items pertaining to official business (i.e. file folders, magazines, books, no heavy equipment) in order to perform the following tasks: a. Unisex Lavatory - clean, disinfect, and restock all paper and soap dispensers. b. Waste Removal - empty all waste receptacles and containers - office areas, kitchen space, laboratory, lavatory (*including feminine waste receptacles, if applicable), and warehouse; and deposited in the building owner's dumpster. All waste receptacles must be re­lined with plastic lining. c. Kitchen Area - clean sinks, counters, microwaves and tables, if applicable. d. High Traffic/Common Areas - vacuum or sweep floors, dust al l ledges and surfaces. Wash front door (glass) inside and out. e. All office areas, lavatory, laboratory space, filing space – dust light fixtures; and mop and wax all hard surface flooring in all non-carpeted areas. f. Office area, and all other carpeted areas – vacuumed and dust on a weekly basis. g. Warehouse - vacuum twice (2X) per month. Contractor shall propose schedule upon award. h. Wash windows inside and outside in the office areas and foyer twice (2X) annually. Contractor shall propose schedule upon award. 3. Acceptance Criteria: Acceptance of services will be based upon full compliance (100%) of the task s found in item 2 of the Performance Work Statement. The Government will rely on the contractor's current quality control standards. The Technical Liaison shall be responsible for the inspection and acceptance of all services. Deficiencies will be noted and provided to the contractor within 5 days after service date. 4. Equipment and Supplies: The contractor will provide all equipment for cleaning and vacuuming purposes; as well as all cleaning supplies necessary to meet the requirements of this request for janitorial services. Supplies shall include, but are not limited to: A. Plastic Waste Liners B. Toilet Seat Covers C. Wax Paper Liners (for feminine waste receptacles, if applicable) D. Toilet paper E. Paper Towels (Kitchen area and Lavatory) F. Liquid Soap G. Cleaning Supplies 5. Special Considerations A. Contractor must perform janitorial services on Monday of each week during operational business hours of 8:00 A.M. and 4:00 P.M. B. Contractor must establish a written schedule within 30 days of selection as "awardee", and make all reasonable attempts to meet that schedule. C. The ‘awardee’ will be advised of any changes in schedule to the following legal federal holidays: - New Year’s Day, Jan 1 - MLK Birthday, 3rd Monday in January - Washington’s Birthday, 3rd Monday in February - Memorial Day, Last Monday in May - Independence Day, July 4th - Labor day, 1st Monday in September - Columbus Day, 2nd Monday in October - Veteran’s Day, November 11th - Thanksgiving Day, 4th Thursday in November - Christmas Day, December 25th - Inauguration Day, January 20th of each 4th year Or any time when days are declared to be a Holiday by Federal statute or Executive Order. Services shall be performed on the Tuesday following a federal holiday on a Monday. E. The Contractor shall provide personal identity verification for all personnel associated with this contract that is required to have routine physical access to the federally controlled facility. Identification shall be presented by all personnel upon request. A site visit is scheduled for Tuesday 18 November 2014 at 4:30 PM PST for any contractor wishing to see the facilities.
