- Observation and Analysis - Statement of Work Remote Sensing - Statement of Work Front Office - Statement of Work GRAV-D Statement of Work Sources Sought Notice The Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office (AGO), Eastern Acquisition Division (EAD) is seeking information from industry in order to improve the understanding of their capabilities to provide the scientific and technical support services relevant to the requirement needs described herein for the National Ocean Service (NOS) National Geodetic Survey (NGS) Remote Sensing, and Observation and Analysis Divisions. This information is sought for planning purposes only and is issued in accordance with FAR Provision 52.215-3, Request for Information or Solicitation for Planning Purposes (OCT 1997), provided at: http://www.acquisition.gov/far/current/html/52_215.html#wp1144503. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this RFI, and responses to this notice cannot be accepted as offers. Any information that the vendor considers proprietary should be clearly marked as such. The anticipated North American Industrial Classification System (NAICS) code is 541360, Geophysical Surveying and Mapping Services. All interested sources are encouraged to address their capability to provide ALL of the requirements listed below. Interested sources shall state their size status given the NAICS code herein. The nature of the work pertains to scientific and technical support services across several disciplines and programs, including Data Acquisition, and Assessment and Modeling. Services may include the following: 1) perform aerotriangulation; 2) process disaster response imagery; 3) modify, install, and operate airborne remote sensing equipment; 4) plan aeronautical surveys for airport instrument approach procedures; 5) explore new scientific approaches for coastal mapping using bathymetric methods; 6) consult on the research & development regarding Geodesy and Remote Sensing Technologies; 7) manage the acquisition and processing of airborne gravity (aerogravity) data including storage, data analysis, and research & development of processing tools; 8) integrate new aerogravity data into Geoid models and validating/testing the new models; 9) resolve geodetic technical issues with data values, adjustments, database loading, data publication and data management; 10) perform quality control, checking and database loading of projects submitted from outside users; 11) day-to-day management of research laboratory; 12) assist in planning, experimental design, and execution of research for Geoid modeling; 13) support production of Geoid models 14) evaluate terrestrial gravity data relative to airborne and satellite gravity data; 15) analyze samples and observational images collected for in support of estuarine and coastal ecology; and, 16) perform data entry management and record keeping in research investigating coastal processes. For informational purposes four draft task orders' Statements of Work are attached to assist in gaining a more in-depth understanding of the overall needs of NGS. Interested parties are only required to address (sufficiently) their ability and capability to perform the above 16 support areas. Standard brochures will not be considered a sufficient response to this notice. Interested sources shall submit an electronic copy of their Capability Statement to Katie Carter, Contract Specialist, via email at katie.carter@noaa.gov and melissa.r.sampson@noaa.gov, no later than 10:00 AM. Eastern Standard Time (EST) November 26, 2014. Responses will not be returned. Any questions or responses to this Sources Sought announcement shall be directed to Ms. Carter via the email address provided. No feedback will be provided regarding individual Capability Statements. Information received will be considered solely to make informed decisions regarding a potential procurement. Responses to the Sources Sought announcement are not offers and cannot be accepted by NOAA to form a binding contract. No reimbursement for costs will be made associated with providing information in response to this Sources Sought announcement or follow-up information requests, if applicable All responsible sources may submit a capability statement that shall be considered by the agency.
