- The Naval Air System Command (NAVAIR), Patuxent River, MD anticipates awarding Northrop Grumman Corporation (NGC) a Cost Plus Fixed Fee (CPFF) order placed under Basic Ordering Agreement (BOA) N00019-10-G-0004 for Non-Recurring Engineering (NRE) efforts related to the MQ-4C Triton Unmanned Aircraft System (Triton UAS). Planned efforts address near-term Diminishing Manufacturing Sources and Material Shortage (DMSMS) issues with sub-components of the Multi-Function Active Sensor (MFAS) Radar Signal Processor (RSP) that will be incorporated into the Low Rate Initial Production baseline. Under this effort, the contractor shall complete a technical refresh that includes, but is not limited to engineering, analysis, design, prototype development, integration, documentation, qualification, characterization, and testing to eliminate at-risk DMSMS concerns for the following four (4) MQ-4C Triton MFAS RSP sub-components and other sub-components as necessary: • Mercury Chassis Manager Module (Mercury Systems N014320H01 A1A1) • Mercury PowerStream 7000 FCN Module (Mercury Systems 563R063H01 A242, A2A11) • Mercury PowerStream 7000 Switch Module #1 (Mercury N01427SH01 A2A1) • Mercury PowerStream 7000 Switch Module #2 (Mercury 563R05701 A2A2) The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy the requirement. NGC is the sole designer, developer, and integrator of the Triton UAS. Accordingly, it is the only contractor with the requisite personnel, technical knowledge, and expertise to provide the NRE and recurring hardware required for these efforts within the program's cost and schedule constraints. THIS IS NOT A REQUEST FOR PROPOSAL. No contract will be awarded on the basis of offers received in response to this notice.
