- This is NOT A REQUEST FOR PROPOSAL. This is a Request for Information (RFI) as defined in FAR 15.201(e) for planning purposes only. The Federal Law Enforcement Training Centers (FLETC), Glynco, Georgia, an Agency of the U.S. Department of Homeland Security (DHS) is conducting market research for the following requirement: Hazardous Waste Removal, Environmental Services and Safety Division, FLETC, Glynco, Georgia. The purpose of this request is to gather information with regard to industry interest, capabilities, and qualifications of firms that qualify under the 8(a) Small Business Program as outlined in Federal Acquisition Regulation (FAR) Subpart 19 and have the requisite experience and skills to support the contract as a prime contractor. FLETC is requesting information only from 8(a) small business concerns who shall comply with Federal Acquisition Regulation (FAR) clause 52.219-14 LIMITATIONS ON SUBCONTRACTING (NOV 2011). Firms shall provide and maintain all management, supervision, and manpower for the following services to include manifest, label, and transport of hazardous waste to Disposal or Recycling sites and provide supplies for all Federal Law Enforcement Training Centers (FLETC) in accordance with all Federal, State, and Local regulations. The services will be performed at FLETC, Glynco, GA., FLETC, Artesia, N.M., FLETC, Charleston, S.C., and FLETC Cheltenham MD. The anticipated contract will be an Indefinite Delivery Indefinite Quantity (IDIQ) Requirements firm-fixed price contract with a base period of 12-months and four (4) 12-month option periods. The North American Industry Classification System Code (NAICS) is 562211 and the Small Business Standard is $38.5 million. All interested parties are invited to submit a capabilities statement to include three projects of a similar nature within the last five years that are relevant to the work that will be required under this project. Capabilities statements shall be limited to 10 pages (8 ½" X 11", single spaced) or less and provide information on the following: 1. Company name, DUNS number, street address and a point of contact with phone number and email address. 2. Statement of interest in this requirement. 3. Synopsis of contractor capabilities, past performance, and experience information for contracts similar to the services listed. 4. Identification of socio-economic status (Minimum 8(a) required). 5. Contact information for each project cited to include name, e-mail, and phone number. 6. Provide additional information the Government should consider in developing a potential acquisition strategy. No telephone calls will be accepted. In accordance with FAR 15.201(e) this synopsis is for information and planning purposes and is not to be construed as commitment by the Government nor will the Government pay for information solicited. No basis for claim against the Government shall arise as a result from a response to the Sources Sought or Government use of any information provided. Any responses received will not be considered nor used as a proposal. Respondents are advised that the Government is under no obligation to provide feedback to respondents with respect to any information submitted. Analysis of the quantity and quality of responses to this sources sought synopsis will be considered in the market research being conducted. Responses and discussions regarding this announcement will not be entertained.
