- Attachment 2 - Equipment Grading Criteria Attachment 1 - List of Surplus Equipment The Federal Bureau of Investigation (FBI) is seeking sources, to include but not limited to small businesses, capable of accepting a variety of 35mm and medium format film camera equipment, and enlarging lenses no longer needed as a trade-in towards the purchase of other new photography equipment. The FBI Forensic Imaging Unit (FIU) provides the FBI Laboratory with high resolution forensic photographic services including but not limited to: photographic documentation of evidence, shoeprint and tire tread photography, obliterated writing photography, indented writing photography, micro and macro photography, and alternate light source photography. Traditionally this was done with film camera systems but has transitioned to digital capture systems. FIU has a variety of 35mm and medium format film camera equipment, and enlarging lenses no longer needed and would like to trade the items identified in Attachment 1 of this announcement towards the purchase of other photography equipment such as high resolution medium format digital cameras with digital backs. DISCLAIMER : There is no commitment by the Government to issue a solicitation as a result of this Sources Sought document. This is being issued solely for information and planning purposes and does not constitute a solicitation. In accordance with FAR 15.202(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this request. Responses to this request will not be returned. Respondents will not be notified of the result of the review. THIS NOTICE IS FOR PLANNING PURPOSES ONLY, and does not constitute an Invitation for Bids, a Request for Proposals, a Solicitation, a Request for Quotes, or an indication the Government will contract for the items contained in this announcement. This request is not to be construed as a commitment on the part of the Government to award a contract, nor does the Government intend to pay for any information submitted as a result of this request. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this announcement. Responses to this announcement will not be returned, nor will there be any ensuing discussions or debriefings of any responses. HOW TO RESPOND : The Government would like to know what firms can provide all the services for this contemplated requirement by identifying themselves and responding to this notice. The Government requests feedback regarding the following: 1. Would your company be willing to take the equipment in Attachment 1 as a trade-in towards the purchase of new photography equipment such as two (2) Mamiya/Phase One DF Plus 645 digital camera bodies with Phase One IQ2 80 megapixel digital backs? 2. Provide a rough estimate of what you think the entire equipment list is worth. Vendor may set a range of what the FBI could expect to get for the equipment rather than providing a single estimate. 3. If your company is not interested in all of the items in attachment please provide a list of just the items that are of interest to your company along with a rough estimate of what you think just that equipment is worth. 4. Was the information provided regarding the rating of the equipment sufficient to help the vendor determine a trade-in value of the equipment or would a site visit be necessary as a part of the RFQ/RFP? 5. What other information would need to be provided in a solicitation to help determine a trade-in value of the equipment referenced in this announcement? 6. Company name and business size (i.e., 8(a), HUBZONE, WOSB, Veteran Owned, Small Disadvantaged Business, Service Disabled Veteran Owned, etc.). 7) Any other comments, concerns, and/or questions relating to the trade-in. ***PLEASE NOTE: INTERESTED PARTIES SHALL NOT CONTACT TECHNICAL PERSONNEL ABOUT THIS REQUEST.
