Description
PROGRAM DESCRIPTION: The U.S. Army Program Executive Office for Simulation, Training and Instrumentation (PEO STRI), Project Manager for Training Devices (PM TRADE), Product Manager for Combat Training Instrumentation Systems (CTIS) has a validated requirement to field an additional 1254 PRTLS radios and associated accessories to the U.S. Army's JMRC at Hohenfels, Germany. A CTIS project team fielded the additional 900 PRTLS radios and modified the communications network at the JMRC in 2012. The existing Terrestrial Trunked Radio (TETRA) communications infrastructure at JMRC required that only certain radio technology be employed to meet technical requirements of this infrastructure and to comply with German spectrum requirements. In short, the PRTLS radio for JMRC is a unique device which is only used at JRMC. The field radio was manufactured by Sepura PLC, who was able to cost effectively adapt (tailor firmware) one of its existing products to satisfy the JMRC PRTLS requirement. This procurement of 1254 radios and accessories must also employ the same non-standard, TETRA-based radio architecture, operating on the appropriate radio frequencies (366 MHz to 371 MHz), that is tailored to operate on and be compatible with the existing JMRC communications infrastructure and training environment. It must already be approved, via the JF-12 process, by the German National Radio Frequency Office (NARFA) and meet U.S. Army safety requirements by possessing a safety confirmation. The PRTLS radios will be required to have firmware and software installed to be compatible with the existing instrumentation system. These PRTLS radios are an integral part of the JMRC Instrumentation System (JMRC-IS) which collects, processes, displays, and stores training performance data from Soldiers performing live, collective training at the JMRC. The PRTLS radios perform an essential function in these training exercises by collecting training data from vehicles and dismounted Soldiers and relaying that information to the Core of the JMRC-IS for use in monitoring the training exercise and providing After Action Review (AAR) feedback to the Soldiers in training. The following list identifies the type, quantities, components and capabilities of the required PRTLS capability: (1) 1254 JMRC Instrumentation System-compatible radios (2) 1254 antennas (3) 3752 high capacity batteries (4) 38 high-capacity, 24-way battery chargers (5) 1254 protective radio pouches (for dismounted Soldiers) (6) One-year radio and antenna warranty; options for two and three additional years. The technical requirements for the PRTLS radios and accessories are: (1) Radio requirements: a)Approved by the National Radio Frequency Agency (NARFA) for use in Germany b)Enhanced Global Positioning System (GPS) with integrated option of -182 dBw acquisition sensitivity and 185 dBw tracking sensitivity. GPS reporting type: Location Information Protocol (LIP) Short c)Operates in frequency band: 366.275 MHz - 371.250 MHz d)Man Down License: (GPS) Motion e)Tuning Increment is 6.2500 KHz f)Capability to centrally adjust the reporting rate (distance and time) from 1-180 seconds. The delivered units shall be programmed to report every 50 seconds or every 10 meters with a maximum rate of once per sec. The reporting rate shall be over the air reprogrammable g)Portable radios shall be small and light weight with dimensions no greater than: height: 133mm; width 61 mm; depth 35 mm (with high capacity battery) and weight no greater than 250 grams with (standard battery). The radio must fit in the pouch. h)Tetra Voice plus Data (V+D) i)Peripheral Equipment Interfaces (PEI) Parameters: Short Data Services (SDS) and SDS-TL messages via RS 232 and USB data cables j)Mate directly to (PEI) Honda connector part number BCL-C18SP2 + k)Short Data Services (SDS) Applications or Wireless Application Protocol (WAP) browsing. Receiver Dynamic Sensitivity -103dBm p)Operational Temperature: -20 Deg C to +55 Deg C q)Storage Temperature: -40 Deg C to +85 Deg C r)Ingress Protection: Dust and Water Protection: (IP 55) s)Security: Class 1, 2, and 3 TETRA Security, Authentication, and Encryption t)Conforms to the following standards: i.ETSI EN 300 394-1 (European Telecommunications Standards Institute Standard for TETRA, Air Interface Conformance) ii.EN 60950-2000 (Safety of Information Technology (IT) and Telecommunications Equipment iii.ETSI EN 301 489-1 & 18 (Product Electromagnetic Compatibility (EMC) Standard for TETRA and ancillaries) iv.ETSI EN 301 489-1 &17 (Product EMC Standard for Bluetooth) v.EN 50360 (Specific Absorption Rate (SAR) for Human Exposure, 300 MHz to 3 GHz) vi.ETS 300 019 (European Telecommunication Standard Radio Shock, Drop & Vibration) (2) Extended Helical Antennas, 344 - 372 MHz centered on 360 MHz (3) High Capacity Battery (1700mAH); 24 hours minimum battery life given a constant reporting rate of not less than every 30 seconds (4) High-capacity, 24-way battery chargers (5) Pouch (JMRC Drawing 213665) with Foam Insert (JMRC Drawing 213669) Other Requirements: (a) Delivery Schedule/Period of Performance: Delivery to JMRC, Hohenfels, Germany, not later than twelve (12) months after award. (b) Contract Type contemplated for this action is: Firm-Fixed Price. (c) The installation and testing of the equipment at the JMRC cannot interfere with the training operations; therefore, the contractor will need to work around the training rotation schedule. The contractor should consider the need to work with the WarFighter FOCUS (WFF) contractor, i.e., the JMRC-IS sustainment contractor, at the JMRC. The WFF contractor is the Subject Matter Expert for the JMRC-IS, including the PRTLS and the communications infrastructure. The WFF contractor also maintains the JMRC-IS software and is the only one allowed to modify the software. If any software documentation must be modified, such as Interface Control Documents, the contractor must work with the WFF contractor to update these documents. (d) The contractor will prepare test plans and conduct Government-witnessed testing to verify correct functionality and compatibility of both hardware and software of the PRTLS radio with the DCI, ALL TESS devices and JMRC-IS. The Contractor shall perform all activities to integrate, assemble, and test the hardware and software to achieve a fully functional system, with all support systems. (e) The contractor will be required to provide Logistics Management Information for the solution provided, and to update existing technical documentation or prepare new documentation as appropriate. (f) The contractor will prepare New Equipment Training (NET) documentation for delivery to the Government, and will conduct NET at the JMRC. The NET will include separate courses for the operators and maintainers if the radio is not the same as the PRTLS radio currently used at the JMRC. (g) The contractor will host one-day Program Management Reviews about every three months to discuss status of program, issues, and cost, schedule, and performance factors; Technical Interface Meetings (TIMs) in conjunction with PMRs to discuss technical requirements and issues, and Test Readiness Reviews (TRRs) before any testing is executed. All of these meetings are normally held at the location where the work is being accomplished. Acquisition Approach: The Government anticipates a Firm Fixed Price (FFP) delivery order. The period of performance will be for no more than twelve (12) months. Estimated Dollar Value: $2.5M Responses: Responses shall include a capabilities statement (limited up to 20 pages) that includes company information to include: name, URL, point of contact (email address and telephone number), cage code, business size, whether the company is a manufacturer or distributor and a description detailing how the offered product meets the above requirements; and specifically having an approved JF-12, which has been processed through the German National Radio Frequency Office (NARFA) for approval, for the radio; as well as a U.S. Army-approved safety confirmation for the radio.
