Description
SPACE AND NAVAL WARFARE SYSTEMS COMMAND (SPAWAR), on behalf of the Program Executive Office Command, Control, Communications, Computers, Intelligence (PEO-C4I), NATO Improved Link Eleven (NILE) Project (PMW 150), intends to award a sole source Indefinite Delivery Indefinite Quantity (IDIQ) contract to Raytheon Secure Information Systems, LLC, 359 Van Ness Way, Torrance, CA 90501-1435 to produce up to 800 KIV-7ML22 communications security (COMSEC) encryptors under the authority of 10 U.S.C. 2304(c)(1) and in accordance with FAR 6.302-1, Only One Responsible Source. A Justification and Approval is expected to be approved and posted to e-commerce, as required by AT&L memorandum Public Disclosure of Justification and Approval (J&A) Documents for Noncompetitive Contracts dated 13 February 2009. This contract is expected to have a ten (10) year ordering period, one five (5) year base and one five (5) year option with Firm Fixed Price (FFP) CLINs for the KIV-7ML22 units and Repair Services, Cost Plus Fixed Fee (CPFF) CLINs for incidental Engineering Services and complex Repair Services, and Cost CLINs for Other Direct Costs (ODCs Material and Travel). Raytheon is currently completing development of this unique communications technology for the Government, and holds Restricted Rights. The product does not currently exist and no other firm is developing it; hence, Raytheon is the only vendor capable of manufacturing and delivering production KIV-7ML22 devices to satisfy the Government's requirement without unacceptable delays and substantial duplication of costs. The Government does not intend to duplicate Raytheon's cost and schedule in an unlikely attempt to generate competition. This synopsis is published for informational purposes only and is not a request for competitive offers. Responses to this notice of intent to award to Raytheon, though not solicited, are to be sumbitted in writing no later than fifteen (15) calendar days after issuance of this synopsis to Editha M. Yangco at editha.yangco@navy.mil at Space and Naval Warfare Systems Command (SPAWAR), 4301 Pacific Highway, San Diego, CA 92110-32117. The NAICS code for this requirement is 334220.
