- Request For Quote This Request for Quote (RFQ) is to provide a facilitator for seven workshops to provide physical scientists and engineers training, tools, and techniques for better communication to meet the requirements of the Plain Language Act of 2010 for the National Oceanic and Atmospheric Administration in Silver Spring, MD. Please follow the instructions listed on pages 6 and 7 of the solicitation document. The NAICS code for this action is 541820 and is set aside 100 percent for small business. The government intends to procure supplies using FAR Part 13, Simplified Acquisition Procedures. The government requires all contractors doing business with the government to be registered with the System for Award Management (SAM). For additional information and to register in SAM, please access the following website: www.sam.gov. In order to register with SAM and to be eligible to receive an award, all offerors must have a Dun & Bradstreet number, which may be acquired free of charge by contacting Dun & Bradstreet on line at http://fedgov.dnb.com/webform or by phone at 1-866-705-5711.
