Description

COMBINED SYNOPSIS/SOLICITATION Combined Synopsis/Solicitation This is a Combined Synopsis/Solicitation for Commercial Items prepared in accordance with the format in FAR Subpart 12.6 - Streamlined Procedures for Evaluation and Solicitation for commercial items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written separate solicitation will not be issued. Solicitation number VA119-14-Q-0244 is issued for this combined synopsis/solicitation; this solicitation is being issued as a Request for Quote (RFQ). This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 05-76 dated 25 July 2014. The associated North American Industrial Classification System (NAICS) code for this procurement is 339112. This procurement action is being solicited unrestricted. The Department of Veterans Affairs (VA) intends to award a Firm Fixed Price Blanket Purchase Agreement (BPA) in accordance with FAR Part 13.303 with a one (1) year base period and four (4), one (1) year option periods, for a total of five (5) years ordering period for the VA Office of Procurement and Logistics, Surgical Program Management Office. The purpose of this BPA is to standardize Surgical Power Tools across the VA and secure volume based pricing on the items required. Delivery is FOB destination. The delivery time offered for all orders placed against the resultant BPA shall not exceed 10 calendar days after receipt of order (ARO). Awardee shall deliver to all U.S. facilities and U.S. territories through VA's national Medical/Surgical Prime Vendor (MSPV) Program unless the awardee is a Service Disabled Veteran Owned Small Business that chooses not to participate in the MSPV program. Orders will be placed against this BPA in writing (See BPA Terms and Conditions, Attachment (C)). This requirement includes three types of surgical power tools: 1) Electric 2) Battery Operated, and 3) Pneumatics. See Attached "Schedule B" for Contract Line Item Numbers (CLINs) for each type of surgical power tool. A detailed description of this requirement is provided in the Instruction to Offerors. The Minimum Technical Requirements tables are provided in Attachment (E) Addendum to 52.212-2 Evaluation - Commercial Items. The quantities stated in "Schedule B" are estimates provided per-year, per surgical power tools type and do not obligate the Government to purchase stated quantities. The Government estimates, but does not guarantee that the volume of purchases through this BPA will be as set forth in "Schedule B". This BPA does not obligate any funds. The estimated quantities found in the attached "Schedule B" will be used to determine the evaluated price. See BPA Terms and Conditions - Attachment (C) for the Provisions and Clauses that apply to this acquisition. Quotes are due by 4:00 PM EDT on Thursday, December 3rd, 2014.
