- RFI Document KC-10 Mode 5 Identification Friend or Foe (IFF) Upgrade Sources Sought/Request for Information This is a Request for Information (RFI) only, which, as part of market research, is being issued in accordance with (IAW) Federal Acquisition Regulation (FAR) subpart 15.201(e). This is not a solicitation/request for proposal and no contract shall be resultant from this synopsis. There is no solicitation package available at this time. All interested parties should send company and/or descriptive literature along with responses to the following questions and any comments or questions to Ms. Lori Ivester, email Lori.Ivester@us.af.mil, or address: AFLCMC/WKDK 3001 Staff Drive STE 2AI 85B, Tinker AFB, OK 73145-3020. All responses shall be received NLT 3:00 PM CST 12 December 2014. All questions and comments must be in writing, no telephone calls. The Government will not pay for any information received in response to this request, nor will the Government compensate any respondent for any costs incurred in developing the information provided to the AFLCMC. The AFLCMC Contract Logistics Support Branch is seeking to identify sources that may be capable of providing the following: Description: The North American Industrial Classification System (NAICS) code is 334511, which has a size standard of 750 employees. Major logistics elements will include, but are not limited to conducting Engineering, Manufacturing & Development (EMD) Phase for Mode 5 Identification Friend or Foe (IFF) upgrade to KC-10A Aircraft. The KC-10A is a Commercial Derivative Aircraft derived from a Boeing DC-10CF. The principle KC-1OA mission is to provide global air refueling (AR) for Air Force, Navy, Marine Corps, North Atlantic Treaty Organization (NATO), and Allied aircraft. The KC-1OA enables the Air Force to provide refueling for deployment, employment, sustainment, and redeployment for all refueling capable United States and coalition aircraft. 1. Sources Sought: KC-10 Mode 5 Engineering, Manufacturing & Development (EMD) Phase Labor Hour estimate. The Government is conducting an affordability analysis and hereby requests a labor hour estimate to conduct an EMD phase to integrate the upgraded APX-119 -0531 Digital Transponder into 35 KC-10 aircraft with Communications, Navigation, Surveillance/Air Traffic Management (CNS/ATM) avionics. This would include a labor hour breakout, at a minimum: a. Integrate the upgraded APX-119-0531 into the KC-10 CNS/ATM avionics, to include use of the Main Display Unit for operator interaction, elimination of the existing IFF control panel, and ability to field load transponder software upgrades. b. Procure one APX-119-0531 transponder and conduct all Air Traffic Control Radar Beacon System Identification Friend or Foe, Mark XII/XIIA System (AIMS) compliant (03-1000B, 031102B, and 03-1103A/B) system integration laboratory tests, and ground and flight tests on one KC-10 prototype aircraft. c. Obtain all necessary FAA and DoD certifications for Mode 5 and Automatic Dependent Surveillance - Broadcast (ADS-B) functionality on the KC-10. d. Revise applicable technical orders, flight manuals and drawings. e. Design and certify Group A kits (the Line Replaceable Unit APX-119 box will be provided as GFE). f. Revise applicable aircrew and maintenance training to reflect upgraded IFF capability. g. Upgrade applicable aircrew and maintenance training devices. h. Upgrade applicable support equipment. 2. Estimate the source lines of code (SLOC), either new or modified, required to accomplish the modification described above. 3.
