Description
Repair Qualification Requirement Sources Sought REPAIR SOURCES SOUGHT FOR THE F-4 INERTIAL MEASUREMENT UNIT REFERENCE NUMBER: F-4-IMU-REPAIR NOTICE: This is not a solicitation but rather a Sources Sought Synopsis to determine potential sources for information and planning purposes only. The purpose of this Sources Sought is to conduct market research to determine if responsible sources exist, to assist in determining if this effort can be competitive and/or a total Small Business Set-Aside. The proposed North American Industry Classification System (NAICS) Code is 811219 which has a corresponding Size standard of $20.5 million. The Government will use this information to determine the best acquisition strategy for this procurement. The Government is interested in all small businesses to include 8(a), Service-Disabled Veteran-Owned, Hubzone, and Women-Owned small business concerns. The Government requests that interested parties respond to this notice if applicable and identify your small business status to the identified NAICS code. Additionally, please provide any anticipated teaming arrangements, along with a description of similar services offered to the Government and to commercial customers for the past three years. Any responses involving teaming arrangements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners. This announcement is a Sources Sought Synopsis and is NOT a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor is it to be construed as a commitment by the Government. The Government does NOT intend to contract on the basis of this request or otherwise pay for any information solicited herein. PROGRAM DETAILS: The Air force is issuing this repair sources sought announcement as part of a market survey for repair of the F-4 Inertial Measurement Unit (IMU), Part Number K160A035-05, Cage 88818, NSN 6605010787915. Responses to this Notice shall consist of an initial White Paper (not to exceed 3 pages) describing the offeror's capabilities with regard to trouble shooting, testing, and repairing the IMU. The IMU operates in conjunction with a navigational computer set control, navigational computer and an inertial measurement unit buffer to provide an airborne inertial navigation capability. The IMU serves as the primary sensing element for inertial navigation by sensing aircraft roll, pitch, heading and velocity. The self-contained sensors of the IMU include three orthogonally-mounted accelerometers and two gyroscopes. Repair of the IMUs must comply with the following drawings and specs: •- K160A035 Rev G, CAGE 88818, Inertial Measurement Unit, Sheet 1 through 4 •- T.O. 5N16-3-11-3, Overhaul Instructions, IMU •- T.O. 5N16-3-11-4, Illustrated Parts Breakdown, IMU •- T.O. 5N16-3-1-108-1, Tape Programmed Depot Test Procedures, IMU The Government owns parts lists, Air Force tech orders listing the piece parts and repair manuals of the IMU (some of which listed above). Alternatively, the government does NOT have any test equipment for the IMU. CAPABILITIES: The respondent must be able to demonstrate the ability to obtain or create those resources necessary to perform trouble shooting and testing of the IMU in a timely fashion. If the offeror is able to obtain the data, manuals, and tech orders from another party, they must be able to demonstrate that they have the legal right to use said resources to repair assets for the government. RESPONSE: Interested organizations who feel they possess the necessary capabilities should respond by providing the Government the following information; point of contact, address, telephone and fax numbers, email address, duns number, cage code and/or tax ID number, as well as size category (large, small, small disadvantaged, etc), a brief summary of the company's capabilities, description of facilities, personnel, related manufacturing experience, and existing safety approvals. Provide any supporting information such as commercial literature, catalogues, manuals, etc. If a respondent chooses to utilize the services of sub-tier vendors or subcontractors, those vendors or subcontractors must meet the criteria specified herein as well. White paper responses to this Notice are due on or before 15 December 2014. Parties interested in repairing the IMU will be required to become a qualified source, in accordance with the attached Source Qualification Statement (SQS).
