- SPECIAL NOTICE FOR SOLE SOURCE MODIFICATION Solicitation Number: DE-SOL-0001279 Agency:Department of Energy Office:Office of Energy Efficiency and Renewable Energy Location: Golden Field Office Notice Type: Special Notice Classification Code: R -- Professional, administrative, and management support services NAICS Code: 541 -- Professional, Scientific, and Technical Services/541690 -- Other Scientific and Technical Consulting Services Subject:Intent to Raise Maximum Contract Ceiling on PF IDIQ Contract Synopsis: Nov 10, 2014 THIS NOTICE IS PROVIDED FOR NFORMATION PURPOSES ONLY. The Department of Energy (DOE) Golden Field Office (GFO) intends to modify the Project Facilitation (PF) services, Indefinite Delivery, Indefinite Quantity (IDIQ) contract in order to increase the maximum contract ceiling by $5.5 million from $10.5 million to $16 million. The current PF contract has reached its maximum ceiling value; however the ordering period of performance does not expire until December 9, 2015. The additional ceiling amount will allow DOE to continue providing PF services to all federal agencies as described below. Sole Source Authority. DOE GFO plans to award a bilateral modification for this sole source contract action citing the authority at 41 ? U.S.C. 3304(a)(1), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements (FAR 6.302-1). The final justification for other than full and open competition will be made publically available after the contract modification is awarded. Contract Award and Solicitation. The subject contract was originally competed on a full and open basis with a total set-aside for small business under Solicitation No. DE-SOL-0001279. The PF IDIQ contract No. DE-EE0003382 was awarded to EMP2, Inc., a veteran-owned small business, on December 10, 2010, with a base ordering period of performance of one year and four option periods of one year each. The maximum contract ceiling is currently set at $10.5 million, which is available throughout the life of the contract and not split between the base and option periods. Description of Services. The subject contract provides PF services to support the DOE?s Federal Energy Management Program (FEMP) objectives for alternatively financed energy projects, such as Energy Saving Performance Contracts (ESPCs) and Utility Energy Service Contracts (UESCs). DOE GFO provides these PF services to all interested federal agencies to support energy efficiency, renewable energy, and water efficiency programs through the implementation of alternatively financed projects, training federal and non-federal personnel, and providing feedback for the purposes of process improvement. Under the subject contract, the PF services contractor provides professional technical support to: (a) Support federal agencies in implementing ESPCs, UESCs, Power Purchase Agreements, and other energy-related projects using alternative financing strategies; (b) Provide program-related training to federal agencies; (c) Conduct field verification reviews of ongoing projects; and (d) Increase the overall quality of the program by identifying issues, challenges, and solutions, and developing procedures for information sharing to apply to other similar situations or projects. Place of Performance. The PF services contractor performs the majority of the work at its own facilities, with some services provided at federal agency project sites and offices throughout the United States. Interested Sources. This is only a notice of intent for a contract modification, so DOE GFO is not requesting responses from interested sources at this time.
