- The AFATDS 6.8.1.1 Performance Work Statement (PWS) and the Government Request for Information (RFI) from interested contractors can also be found on the Army Single Face to Industry (ASFI) web site. Interested contractors should submit information concerning their qualifications, experience, expertise, knowledge and ability to complete the required work to the Contract Specialist Mr. Phillip S. Vitakis at Phillip.s.vitakis.civ@mail.mil and the Contracting Officer Ms. Christina L. Gresham at Christina.l.gresham.civ@mail.mil. Deadline for contractors to respond to the market research questions is no later than 4:00 PM Eastern Standard Time, November 21, 2014. This contract is for the completion of the software development previously started but not completed in AFATDS Version 6.8.1 and supporting software programs. The specific Army and United States Marine Corp (USMC) Capabilities to be completed, integrated and tested are listed in Appendix H of the AFATDS 6.8.1.1 PWS. The contractor must possess product specific expertise, domain experience, and demonstrate the ability to accomplish the specified tasks in the PWS within the time constraints required to successfully complete the specified tasks. For example, it is likely that the contractor will need to have the facility, hardware, software, processes and experienced/knowledgeable personnel in place to complete the first engineering build of AFATDS 6.8.1.1 within 45 days of contract award. For example, no later than February 2016, the AFATDS 6.8.1.1 software must be complete and contractor tested as ready to succeed at Government Record Testing such as, but not limited to, Safety Certification, Army Interoperability Certification, Technical Test (Time and Safe performance measures), Operational Test (Time and Safe performance measures), Joint Interoperability Certification, Coalition Interoperability and Performance Test, and Army Common Operational Environment (COE)/Computing Environment (CE) Certifications. Period of performance for this effort is from contract award through May 2016. The 12 month period is estimated to be broken down as 8 months for completion of work and 4 months of testing. No additional contract schedule extensions are authorized. The Government will accept questions up to 1:00 PM Eastern Standard Time, November 12, 2014. Negative replies are due NLT 1:00 PM Eastern Standard Time, November 12, 2014. Again the Deadline for contractors to respond to the market research questions is no later than 4:00 PM Eastern Standard Time, November 21, 2014.
