Description
Naval Air Warfare Center Training Systems Division (NAWCTSD), Orlando, Florida has a requirement to procure a broad range of non-personal research and development analysis, studies, and engineering to facilitate the customization and application of Virtual Environment (VE) technologies to satisfy Navy mission simulation and training requirements. It is anticipated that this requirement is set aside for small business. A single award, Indefinite Delivery/Indefinite Quantity contract with a 5-year ordering period and a contract ceiling of approximately $9.75 Million is anticipated. TOs may be issued as either Cost Reimbursable or Firm Fixed Price. Responses should clearly describe the contractors ™ capabilities to satisfy the following high-level requirements: Narrative description of current and previous research programs and tasks performed that relate to the research and development areas mentioned above; Specific Technical expertise in research and development areas mentioned above; Technical and managerial qualifications (experience, facilities, staffing, etc.) to include experience in research and development related to Virtual Environment technologies; Past Performance and experience on Government contracts of like or similar nature; Proposed teaming arrangements; Whether your company intends to bid as a prime or subcontractor (discuss work that will be subcontracted and indicate prospective subcontractors that will be utilized); The highest level of classification that may be encountered while performing TOs is SECRET. Businesses capable of accomplishing the required Research and Development are invited to submit literature, brochures, and capability summaries identifying, at a minimum, business size and past (limit to within 3 years) and/or current performance on similar contracts (include dollar value, brief description of scope, complexity and point of contact) for the purposes of market research. Brevity of extraneous information is desired. A statement identifying your firm ™s business size should be in relation to NAICS code 541712 and the related small business size standard of 500 employees. Firms that believe they can demonstrate the capabilities required based on the requirements described in this Sources Sought posting shall provide a written response to this announcement consisting of the following: 1.A submission of your firm ™s detailed capabilities to meet the requirements listed above; 2.Your firm ™s degree of familiarity with: a)Development of comprehensive, mixed reality immersive training and mission rehearsal environments, b)Methods and standards for VE integrated, synchronized environments, c)Multisensory presentation - visually rich, high-fidelity display augmented with aural, tactile, vestibular, and proprioceptive cues, d)Modeling to support realistic, natural interaction among VE participants, e)Validated methodologies for collaborative training and rehearsal VEs, f) Web-based VE Training Systems, and g)Development of accepted standards for VE Verification, Validation and Accreditation (VV and A). The Government will utilize the submitted data in determining a proper acquisition strategy. This announcement does not constitute a request for proposal, but is for PLANNING PURPOSES ONLY and is not to be construed as a commitment by the Government to procure any services, or for the Government to pay for the information received. NO SOLICITATION DOCUMENT EXISTS AT THIS TIME.
