- Presolicitation Notice The Air Force Research Laboratory (AFRL) Sensors Directorate (RY) Spectrum Warfare Systems Engineering Branch (RYWD) conducts research and development (R&D) in the technical areas of radio frequency (RF) sensor assessment for electronic support (ES), electronic attack (EA), electronic protect (EP) and cyber warfare for federated and net-centric/integrated RF-based systems with a primary emphasis on active countermeasures evaluation and assessment for threat radar and communications systems in both closed loop and free-space radiation environments. Research shall develop new and innovative sensor assessment techniques, concepts and technologies with particular emphasis concerning radars using active electrically scanned arrays (AESA) and jamming systems using digital RF memory (DRFM) and devices that are software-defined or use RF-cognitive based technology. The objective of this contract is to conduct RF sensor assessment technology research in the Radiofrequency Countermeasure Assessment (RCA) facility operated by AFRL/RYWD. The goal of this research is to advance the state of the art in RF sensor assessment to ensure the RCA lab maintains and enhances its position as a premier DoD sensor assessment facility as new RF sensors are developed and as new and innovative EA, ES and EP techniques are developed. Maintenance tasks associated with the RCA facility are required as incidental tasks to the research efforts of this program. These tasks include the operation and maintenance of the laboratory facilities, associated equipment and any upgrades required to pursue specific research objectives. This is a pre-solicitation notice only. Anticipated issue date for the Broad Area Announcement (BAA) is between 19 Jan 2015 and 31 Jan 2015.
