- SOW The Eastern Acquisition Division (EAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting quotes, on behalf of the National Weather Service's National Data Buoy Center (NDBC) for vessel services to provide transporting or towing vessel, crew, fuel, consumables, additional hawser, additional tag lines, and all materials required to retrieve the adrift NOAA 2.6-meter Deep-ocean Assessment and Reporting of Tsunamis (DART) buoy 2.6D58 and recover the adrift 3-meter weather buoy 3D41 and transport or tow them both to a port in the United States or foreign port if approved by NDBC in accordance with the attached Statement of Work (SOW), dated November 6, 2014. Background Information: NOAA deployed buoy hull 2.6D58 at DART station 42407 (230 nautical miles south of San Juan Puerto Rico) on May 28, 2014. The buoy broke free of its mooring on September 9, 2014 and drifted westward. The photos below show a similar buoy anchored on station and one being hoisted. The buoy is normally lifted from the "teacup handle" ring on the aluminum structure above the deck. Appendix 1 shows the mooring diagram for 2.6D58. The cause of the mooring failure is unknown, so the actual adrift buoy may have any of this mooring material (except the anchor) still connected to the bottom of the 4-leg bridle. Within 5 calendar days of the buoys' arrival at the dock, NOAA will send two technicians to the docking location to check all buoy compartments for hazardous atmosphere (oxygen and explosive gases) and make the compartments safe to open and enter. NOAA personnel will also remove the obstruction lights and position trackers. See attached Statement of Work (SOW), dated November 6, 2014, for additional information. The Government expects to award a firm fixed price contract resulting from this solicitation to the responsible quoter whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government reserves the right to award to other than the lowest priced quoter or to the quoter with the highest technical score if the Contracting Officer determines that to do so would result in the best value to the Government. The following factors, which are listed in descending order of importance, shall be used to evaluate offers: (1) Technical; (2) Past Performance; and (3) Price Factors 1 and 2, when combined, are significantly more important than price. Quoters shall submit the following technical information for Government review and evaluation: (1) Proposed vessel description, including overall length and brake horsepower; (2) Proposed port(s) that the two (2) buoys will be transported/towed; (3) Name, address, and phone number of individual(s) or organization(s) that will take possession of the buoys from the Government upon delivery to the proposed port; (4) Confirmation that the two (2) buoys will be transported/towed to the approved port dock by November 24, 2014 taking in consideration unforeseen delays, such as weather. (5) Past Performance Information; (6) Price The solicitation will be competed as a 100% total small business set-aside. The North American Industry Classification Code System (NAICS) code for this procurement is 483111, Deep Sea Freight Transportation. The small business size standard is 500 employees. NOAA anticipates awarding one firm fixed-price contract as a result of this solicitation. All responsible and fully responsive small businesses may submit a proposal which will be considered by the agency. Any resulting contract will be awarded as a fixed-price contract. A Request for Quote (RFQ) solicitation will be made available for download on or about November 10, 2014 at http://www.fedbizopps.gov/. Paper copies of this solicitation will not be issued. Interested parties should use the FedBizOpps ["Add To Watchlist"] and ["Add Me To Interested Vendors"] features which provide a notification when the Request for Quote (RFQ) becomes available for download. These features also inform interested parties of all postings of information associated with this solicitation thereafter. Each potential offeror is responsible for checking the FedBizOpps website to gain all current information related to the solicitation. Hard copies of the RFQ will not be issued. Electronic submission of the contractor's proposal is hereby authorized, but must be transmitted by the posted response date and time. The solicitation and any further announcements regarding the solicitation will be posted only at http://www.fedbizopps.gov/. The estimated response due date is November 13, 2014; however, the actual date offers are due will be stated within the solicitation documents.
