- Specifications The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA, on behalf of the Office of Marine and Aviation Operations (OMAO), is soliciting for the dry docking and repairs to NOAA Ship NANCY FOSTER. The NANCY FOSTER is 186 feet long overall, and its home port is Charleston, SC. Provide all labor, material, and equipment necessary to perform the following (including, but not limited to): BASE ITEMS: General Requirements; Temporary Services; Drydocking & Routine Drydock Work; Transducer Installations (MB and DSL); Multibeam Sonar System Alignment Survey; Steel Repairs & Modifications; Piping Repairs & Modifications; and Moon Pool Modifications. OPTION ITEMS: Hull Preservation, Maintenance Coating; Sewage Tank Coating Repairs; Main Propeller Shaft Inspection; Z-Drive Motor Overhauls; and Public Address System Replacement The solicitation will include a liquidated damages clause, as well as a requirement for bid, performance, and payment bonds. The performance period will be approximately 21 calendar days, with a start date on or about February 5, 2015 and a completion date on or about February 26, 2015. Place of performance shall be the contractor's facility. Ship's transit time to and from the place of performance is not included in the specified performance period. The date, time and place for an inspection of the ship is December 2, 2014 at 9:00 A.M. (local time) at U.S. Coast Guard Pier "PAPA" in the former Charleston Naval Station. Vehicle and personnel access to NOAA Ship NANCY FOSTER for pre-proposal inspections is restricted via gated security. Appointments and arrangements for attending the ship inspection can be made by contacting the Port Engineer, Mr. James Stricker, on or before noon on December 1, 2014 at 757-441-6717 or by email at James.B.Stricker@noaa.gov. Contact information for personnel attending the ship inspection must be provided to the Port Engineer for access to the Charleston Marine Support Facility. This procurement is unrestricted. The applicable NAICS code is 336611, which has a corresponding size standard of 1,000 employees. The acquisition will be issued as a Request for Proposals (RFP) in accordance with FAR Part 15. A draft copy of the Statement of Work (SOW) is attached to this notice for reference for those planning to attend the ship check. The RFP will be issued on or about November 25, 2014 with proposals due on or about December 29, 2014. The anticipated award date is January 27, 2015. The Government anticipates awarding a firm fixed price contract to the contractor whose proposal represents the best value, price and price related factors considered. The RFP will be issued via electronic posting on the Federal Business Opportunity (FEDBIZOPPS) web page www.fedbizopps.gov. Hard copies of the RFP will not be issued. It is incumbent upon contractors to monitor FEDBIZOPPS for the release of the RFP, specifications, drawings and all subsequent amendments. The specification will be uploaded to www.fedbizopps.gov with the RFP. Prospective offerors who are interested in submitting a proposal for this acquisition are encouraged to register with the FedBizOpps Vendor Notification Service and to be on the Interested Vendors List for this acquisition (see applicable tab within FedBizOpps where this synopsis is posted). Offerors must be registered in the System for Award Management (SAM) database at www.sam.gov/portal/public/SAM; offerors must also obtain a Data Universal Numbering System (DUNS) number and provide it with the offer.
