- THIS IS A SOURCES SOUGHT SYNOPSIS - FOR PLANNING PURPOSES ONLY. This is not a request for offers or proposals. This is a market research tool being utilized to determine the availability and adequacy of potential sources. The Government does not intend to award a contract based on responses and the Government is not obligated to and will not pay for information received as a result of this announcement. The purpose of this Notice is to solicit interest, capabilities and qualifications of Service-Disabled Veteran Owned Small Businesses (SDVOSB) with Design-Bid-Build project delivery experience. Renovation of VSR Resident Judge's Chambers in the Donald S. Russell Federal Building and Courthouse, 201 Magnolia Street, Spartanburg, South Carolina 29306 The work includes the renovation of 3,040 square feet of office space for the U.S. 4th Circuit Court of Appeals Judge's Chambers on the third floor of the Donald S. Russell Federal Building and Courthouse in Spartanburg, SC. Renovations includes the abatement of hazardous materials and a complete redesign of interior spaces and installation of new finishes. New millwork will be installed. The space will have a new sprinkler system extended into the tenant area. Mechanical and electrical systems will be renovated with new installation for this tenant. Sound attenuation is important in this project and design features shall be carefully followed to protect. The end product of construction must exhibit a very high level of finishes and workmanship. In general without force in the contract, the following are items are included: 1. New wall, floor, and ceiling finishes 2. Some new plumbing fixtures 3. New lighting/power and data 4. Rework mechanical systems 5. New door systems 6. New toilet and break area 7. New custom millwork 8. Signage 9. Sprinkler Renovation The estimated price range is between $1,000,000.00 and $5,000,000.00. Duration of project is 180 calendar days. The Small Business Size Standard for NAICS Code 236220 is $36,500,000.00 in average annual receipts over the past three years. Firms interested in this effort must be able to demonstrate experience as a General Contractor on three similar projects. Similar project is defined as a project that is similar in size, type and complexity. To qualify as a similar project, the project must meet all three elements of size, type and complexity as further defined herein. To be considered similar in size, projects must exceed $300,000.00 in construction cost and be completed in the last five (5) years. To be considered similar in type, project(s) must include the renovation of Judge's Chambers, with custom millwork, over 3,000.00 square feet. To be considered similar in complexity, projects should include, but are not limited to, Judge's Chambers. If you are an interested SBVOSB, submit a Capabilities Statement to include: the company's name; DUNS number; small business type; summaries for three (3) similar projects (as described above) that are relevant to the work as required with this Notice; valid point of contact for each project. Indicate whether your firm has the bonding capability that would be required under this project. Acknowledgment of receipt of responses will not be made, nor will Respondents be notified of the Government's evaluation of the information received. Responses to this Notice shall be reviewed by the Contracting Officer for the purposes of determining whether there exists reasonable expectation of obtaining a sufficient number of offers from responsible SDVOBs. A determination not to compete the proposed procurement based upon responses to this Notice is solely within the discretion of the Government. All information furnished to the Government in response to this Notice will be used for review purposes only. THIS IS NOT A REQUEST FOR PROPOSALS. Interested Offerors shall respond to the Sources Sought Synopsis no later than 4:00 pm ET, Monday, November 17, 2014 via email to William Peterson at william.peterson@gsa.gov. Oral communications, telecommunications, and faxed inquiries or comments are NOT acceptable as a response to this Notice. Only e-mail responses will be accepted.
