- The Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD), National Institutes of Health (NIH), the Division of Intramural Population Health Research (DIPHR) intends to solicit proposals to award a Research and Development (R&D) contract to an organization to obtain services of sonology expertise capable of using available technology to catalogue and perform 2D and 3D measurement of previously collected obstetrical ultrasound images in an existing bank of singleton and twin gestations. There is a paucity of data on longitudinal changes in fetal body composition (subcutaneous fat, lean mass) and visceral volumes over the course of pregnancy. This data gaps contrasts sharply with available imaging technology. Knowledge of longitudinal changes in fetal body composition and visceral volumes during pregnancy has the potential for practical scientific and clinical use given that current management of many pregnancy complications is limited because the degree of severity that results in adverse outcomes remains uncertain. Moreover, given reported differences in birth size characteristics by maternal race, we will be able to use data from a prospective pregnancy cohort design with longitudinal measurements (2D and 3D) to assess body composition changes and visceral measurements for the 4 maternal racial groups. The anticipated contract type will be a Research and Development cost reimbursement contract with a base and two options over a three year period of performance. The Base Period, Option Period 1, and Option Period 2 will be for 12 months each. The RFP is anticipated to be posted on or about November 24, 2014 on FedBizOpps (FBO) website: http://www.fedbizopps.gov. The due date for submission of proposals in response to the RFP is anticipated to be on or about January 12, 2015. Information in the anticipated RFP supersedes any information in this pre-solicitation announcement. This acquisition has been designated as a full and open competition under the North American Industry Classification System (NAICS) code 541712.
