Description
1. The 338th Specialized Contracting Squadron (338 SCONS) is seeking information concerning the availability of capable contractors to provide instructor aircrew personnel in support of OCONUS Flight Training. All instruction shall be in the English language. 2. This Sources Sought Notice is issued for informational and planning purposes only. The information will be used in conducting market research to identify qualified, experienced, and interested potential sources in support of the Government's requirements. Contact with Government personnel, other than those specified in this RFI, by potential offerors or their employees' regarding this requirement is not permitted. This is NOT a Request for Proposal (RFP). It is not to be construed as a formal solicitation or an obligation on the part of the Government to acquire any products or services. The information requested by this Sources Sought Notice will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. Any information provided to the Government is strictly voluntary and will be provided at no cost to the Government. 3. The contractor shall provide instructor aircrew personnel, current and qualified (in accordance with DCMA 8210.1C), to conduct in flight training in the Kingdom of Saudi Arabia (KSA) at geographically separated bases flying KSA aircraft. Specific air bases include King Abdulaziz Air Base (KAAB), Dhahran, King Khalid Air Base (KKAB), Khamis Mushayt, King Fahad Air Base (KFdAB), Taif, Prince Sultan Air Base (PSAB), Al Kharj, King Abdullah Air Base (KAhAB), Jeddah. All aircrew instructors shall be current and qualified prior to arriving in KSA using contractor provided assets. No USG or KSA assets will be used to provide currency flights. Contractor aircrew shall be qualified on Royal Saudi Air Force (RSAF) configured aircraft. Aircrew positions include F-15S Instructor pilot, F-15S Instructor Weapon System Officer (F-15S Aircrew must be able to qualify on F-15SA after conversion), F-15C instructor pilot, C-130 instructor pilot, C-130 instructor loadmaster, C-130 instructor flight engineer, and tactical search & rescue instructor pilot for the Bell AB-212 and Bell 412EP. Request all respondents document which airframes they have direct access for currency flights. Respondents may respond to a specific airframe. 4. The respondent shall provide a Capability Statement (no more than five (5) pages long) addressing the following areas: a. How many instructor aircrew personnel (current and qualified) does the respondent have available to conduct flight training in KSA based on the information contained in Paragraph 3. b. Which airframe(s) does the respondent have direct access to for currency flights. c. Respondent's Company Cage Code, DUNS, name, address, point of contact, telephone number, and e-mail address. If your firm is capable of providing the services described above, please provide a Capability Statement to Nicholas Borowski @ nicholas.borowski.3@us.af.mil by 20 Nov 2014 @ 1200 PM CST. Please do not call the contracting office for information; email any questions to avoid any misunderstanding or confusion. The Capability Statement should address the questions listed above and include general information and technical background describing your firm's experience in contracts requiring similar training efforts.
