Type of Notice: Sources Sought Notice Number: BEP-RFI-15-0252 Short description of supply or service: Bureau of Engraving and Printing (BEP) is currently conducting preliminary planning market research to determine commercial market practices and the existence of viable commercial sources capable of providing maintenance services on industrial disintegrator, briquettor system, and plate shredders. BEP shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to BEP. PCS or FSC Code: J - Maintenance, Repair, and Rebuilding of Equipment. This is NOT a solicitation for proposals, proposal abstracts, request for bids or quotations, nor, a promise to issue a solicitation in the future. The purpose of this Notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to this Notice will assist the Government in determining the appropriate acquisition method and determining interest and capability of potential vendors for this type of requirement." Bureau of Engraving and Printing (BEP) is currently conducting preliminary planning market research to determine commercial market practices and the existence of viable commercial sources capable of providing maintenance services on industrial Disintegrator, Briquettor System, and Plate Shredders. BEP shall not exercise any supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Contractor who, in turn is responsible to BEP. Description of services: The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools materials, supervision, and other items and non-personal services necessary to perform maintenance services on Industrial Disintegrator, Briquettor System, and Plate Shredders. Scope: Conduct preventive maintenance (PM) and/or repairs on destruction equipment. The following equipment includes, but is not limited to; Disintegrator Model 2238/5-3 and Briquettor System, Model 22 Aluminum/Nylo Plate Shredder, Nickel Plate Shredder, and Disintegrator Model 1436/5. Responses to this Notice should include the following: 1. Firm's information [name of representative, address, phone number, CAGE Code, DUNS number], 2. Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor], 3. Business size [e.g., SB, HUBZone, SDVOSB, WOSB, SDB, large business], 4. General Capability [general information and technical background describing your firm's experience in contracts requiring similar effort to include a summary of relevant (multiple trade, multiple projects) performance history of no more than five (5) contracts, including current projects and projects held within the last three (3) years (identified by customer, contract number, project title, project location(s), performance dates, yearly and total dollar amount, Contracting Officer or contract administration points of contact with telephone numbers, and in what capacity performed (e.g. prime or subcontractor). 52.215-3 -- Request for Information or Solicitation for Planning Purposes. As prescribed in 15.209(c), insert the following provision: Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: Planning purposes only. All costs associated with responding to this Notice are solely at the responding party's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Further, the Government may contact the vendor for additional information regarding the information submitted as part of this market research effort. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received, a pre-solicitation synopsis and solicitation may be published in Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a solicitation. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract or agreement. The BEP will not be obligated to pursue any particular acquisition alternative as a result of this notice. Responses to the notice will not be returned. Not responding to this notice does not preclude participation in any future solicitation, if one is issued. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). If so, respondents are solely responsible for properly marking and identifying such information within their response.
