Description
Draft RFP What's New for T-1A GBTS 6 November 2014: This update is to 1) Update the Solicitation Number to reflect the Fiscal Year 2015 acquisition cycle. All posts will now use the number FA8321-15-R-6315. 2) Post a Draft Request For Proposal (RFP). This is not a solicitation; nor should this be construed as a solicitation. The Government does not intend to award a contract from this Draft RFP; nor will the Government reimburse any responder for any comments or information submitted. In an attempt to improve communications with the vendor community and improve communicating Government requirements, the Government is forwarding this draft RFP for your review and comment. Description: The T-1A Ground Based Training Systems (GBTS) program is now in sustainment after delivery of 16 Operational Flight Trainers (OFTs) and 14 Avionics Parts Task Trainers (APTTs). The T-1A GBTS provides direct, transferable pilot training for the T-1A aircraft. The student gains knowledge and experience with all controls and instruments during takeoff, landing, Visual Flight Rules (VFR) and Instrument Flight Rules (IFR), flight, navigation and emergency conditions. The OFTs are supported by two Training System Support Centers (TSSCs). The TSSC at Randolph Air Force Base (AFB) is responsible for providing maintenance, modifications, engineering support, and configuration/data management support for the undergraduate pilot training baseline configuration. The TSSC at Naval Air Station (NAS) Pensacola is responsible for the Combat Systems Officer (CSO) baseline configuration. The Technical Data Package (TDP) consists of: software documentation, source code, hardware specifications, technical publications, Acceptance Test Procedures (ATP), engineering drawings, visual databases, maintenance and operation manuals/documentation, licenses, vendor documentation, and other related documentation required to maintain or enhance the training system.
