- This is a sources sought announcement/request for information (RFI) only and is not intent to procure. A solicitation is not available at this time and any requests for a solicitation will not receive a response. The Center for Countermeasures (CCM) is conducting market research to determine the capability of businesses to develop and fabricate a W-band 10 watt solid state amplifier. The Center for Countermeasures currently has a 1 W solid state amplifier that has been integrated into a Millimeter Wave Electronic Attack Simulator. This amplifier can be used to drive the input for the development and fabrication of the 10 W amplifier. The specification of the amplifier are: Frequency Range: 92 to 97 GHz Psat: 30.0 dBm Gain: 30 dB Flatness across the 92-97 GHz: 2.5 dB Input/Output Connectors: WR-10 The input specification, without the 1 W amplifier, are provided from the simulators up-converter, and has an output frequency range from 92-97 GHz at an output level of -5 dBm. The 10 W amplifier will be operated in saturation. The salient features requested of the amplifier are as follows: Frequency Range: 92 to 97 GHz Psat: greater than 10 W Gain Flatness: 1dB across the 92-97 GHz band. Input Waveform: CW and Pulsed Output connector: WR-10 waveguide Input Power: 110 V, 20 A Mounted into a standard 19 inch rack mount no more than 6U tall. The amplifier will need to operate continuously for minimum1 hour prior to being shut down. Please provide information on any accessories or options required to achieve the fabrication of the amplifier unit, and estimated time complete project upon receipt of order award (ARO). This description should include a demonstration that the source: has adequate financial resources to perform the contract, or the ability to obtain them; be able to comply with the required or proposed delivery or performance schedule, taking into consideration all existing commercial and governmental business commitments; has a satisfactory record of integrity and business ethics; has the necessary organization, experience, accounting and operational controls, and technical skills, or the ability to obtain them; and has the necessary production, construction, and technical equipment and facilities, or the ability to obtain them. Each potential source is also requested to provide any successful contract number(s), dollar value(s) and brief description of work previously or currently being performed, which specifically demonstrates the contractor's ability to successfully satisfy this amplifier requirement. Firms shall also provide point of contact information where available for the efforts cited above. All responses to this sources sought are limited to twelve pages and must include the following additional information: name and address of firm, SAMS registration confirmed which includes, expiration date, commercial activity/government entity (CAGE) code, DUNS, business size status, point of contact name, title, phone, and email. Interested sources shall submit all replies by email to brett.t.moore.civ@mail.mil with a subject line of quote mark solid state amplifier quote mark no later than 1300 PST on 8 December 2014. Any questions should be submitted before 26 November 2014. THE GOVERNMENT DOES NOT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS SOURCES SOUGHT OR TO OTHERWISE PAY FOR THE INFORMATION SOLICITED. This request for information is for planning purposes only and shall not be considered as an Invitation for Bid (IFB), Request for Quotation (RFQ), or Request for Proposal (RFP). There shall be obligation on the part of the Government to acquire any products or services from this RFI. Again, your responses to this sources sought will be treated as information only. No entitlement to payment of direct or indirect costs or charges to the Government will arise as a result of contractor submission of responses to this RFI. The Government reserves the right to reject, in whole or in part, any contractor input resulting from this sources sought. The information resulting from this sources sought may be included in one or more RFP's, which may be released via the FEDBIZOPS portal. No acknowledgement of receipt will not be made.
