- The Department of Homeland Security has a requirement on a sole source basis for hosted and managed user account support. DHS intends to issue a Firm Fixed Price contract with a period of performance of six (6) months and two (2) three (3) month option periods. This contract is necessary to support the deployment of the Self-Check application of the myE-Verify system throughout the United States. The period of performance will provide continuity of service to support United States Customs and Immigration Services (USCIS) mission needs with minimal disruption while the requirement is re-competed. This procurement is a FAR Part 12 acquisition being conducted using FAR Part 13.5, "Test Program for Commercial Items" procedures (Section 4202 of the Clinger-Cohen Act of 1996). The Department of Homeland Security (DHS) intends to issue a Firm Fixed Price Contract to: MCI Communication Services, Inc. (Verizon Business Networks) 22001 Loudoun County Parkway Ashburn, VA 2014-76105 The DHS requirement is to create a Self-Check service in the DHS myE-Verify system, to give US workers the ability to check their work authorization status prior to being hired. The Self-Check application allows US workers to verify their biographic information (i.e. the information needed for the Employment Eligibility Form I-9) to determine whether the system would confirm their work eligibility post-hire. The contractor was tasked to design, integrate and provide a production-ready Self-Check application for the myE-Verify system. Once the system goes into production (is deployed), the contractor is also tasked to provide hosted and managed User account support services to include but not limited to 24/7 help-desk support. The Government deployed the self-check application system on October 06, 2014. The Government has begun its deployment throughout the United States, in a phased approach; starting with the District of Columbia and five (5) additional states. This requirement is for the hosted and managed User account support only; Verizon's Universal Identify Service (UIS) supports this requirement. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within 7 calendar days of publication of this notice, shall be considered by DHS. All responses must be submitted to the Government point of contact at the email address phorsha.peel@dhs.gov. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
