Description
SOW This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number FA46644287A001 is being issued as a Request for Quote (RFQ) using Simplified Acquisition Procedures. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-73, Effective 29 April 2014 and the Defense Federal Acquisition Regulations (DFARS) Change Notice 20140512. It is the contractors' responsibility to be familiar with applicable clauses and provisions. The North American Industrial Classification System Code is 811310 with a small business size standard of $7.0 million. The government intends to issue a firm fixed price contract. Quoted prices shall include itemized pricing for each Contract Line Item Number (CLIN) as follows : CLINs 0001, 1001, 2001, 3001, 4001, 5001 - Supplies and Services in accordance with the Statement of Work (SOW) on the riding scrubber Model 1550; CLINs 0002, 1002, 2002, 3002, 4002, 5002 - Supplies and Services in accordance with the SOW on the walk-behind sweeper Model 480; CLINs 0003, 1003, 2003, 3003, 4003, 5003 - Unscheduled maintenance, as needed, in accordance with the SOW. QUOTATION PREPARATION INSTRUCTIONS: The period of performance is for a total of 5½ years to include one (1) base year, plus four (4) 12-month options, and one (1) 6-month extension of services to be awarded to the responsible offeror whose quotation conforms to the solicitation and considered to be the most advantageous to the Government according to FAR Part 12, Acquisition of Commercial Items, utilizing the Lowest-Price-Technically-Acceptable (LPTA) source selection process. To ensure timely and equitable evaluation of quotes, offerors must comply with instructions contained herein. Quotes must be complete, self-sufficient, and respond directly to the requirements of this RFQ. The following factors will be used to evaluate the quotations: (1) Technical Acceptability, and (2) Price. Technical Acceptability shall be evaluated as acceptable or not acceptable. The technical qualifications must include certifications to perform the intended duties and transportation of hazardous waste from March Air Reserve Base in compliance with applicable federal, state, and local regulations and guidelines in accordance with the SOW. An offer will only be determined technically acceptable if no exception is taken to the SOW. Price evaluation shall be based on the lowest reasonable, balanced, and overall evaluated price. Price will always be an important factor; therefore, offerors should make diligent efforts to control costs and submit fairly priced quotes as each offeror's quoted price will be evaluated for reasonableness. Evaluation of quotes and contract award may be made without discussions with the offerror(s). The Government will award a contract to the responsible offeror whose offer conforming to this combined synopsis/solicitation will be most advantageous to the Government according to FAR Part 13, Simplified Acquisition Procedures. APPLICABLE CLAUSES/PROVISIONS: FAR 52.212-1, Instructions to Offerors - Commercial Items (Apr 2014), applies to this acquisition and is addended to delete paragraphs (e) Multiple offers and paragraph (h) Multiple Awards. Offerors must include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (May 2014), FAR 52.212-3 Alternate I, Offeror Representations and Certifications-Commercial Items Alternate I (May 2014) at www.sam.gov. The FAR clause, 52.212-4, Contract Terms and Conditions - Commercial Items (May 2014) applies to this acquisition and is addended to add the following FAR clause: 52.204-7, System for Award Management (Jul 2013). The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items (Deviation 2013-O0019) (Jan 2014), applies to this acquisition, and acquisition and is addended to add the following FAR clauses: 52.232-33, Payment by Electronic Funds Transfer-System for Award Management (Jul 2013); FAR 52.252-2, Clauses Incorporated by Reference (Feb 1998); FAR 52.217-8, Option to Extend Services (Nov 1999); FAR 52.217-9, Option to Extend the Term of the Contract (Mar 2000 ); FAR 52.222-42, Statement of Equivalent Rates for Federal Hires (May 2014) Employees Class: 23380, Monetary wage - Fringe benefits: $35.02; FAR 52.222-99, Establishing a Minimum Wage for Contractors (Deviation 2014-O0017)(Jun 2014); DFARS 252.232-7003, Electronic Submission of Payment Requests and Receiving Reports (Jun 2012); DFARS 252.232-7006, Wide Area WorkFlow Payment Instructions (May 2013). NOTICE TO OFFEROR : The Government reserves the right to cancel this solicitation, either before or after the closing date for receipt of quotations. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs. ADDITIONAL INFORMATION: To be considered for this award, Offerors must be registered in the System for Award Management (SAM) at https://www.sam.gov and Wide Area Work Flow (WAWF) at https://wawf.eb.mil prior to award. Lack of registration will make an Offeror ineligible for award. This notice does not obligate the Government to award the contract; it does not restrict the Government's ultimate approach; nor does it obligate the Government to pay for any quote preparation costs. Clauses and provisions incorporated by reference may be accessed via the internet at http://farsite.hill.af.mil. Quotes must be for all items stated, partial quotes will not be considered. Only firm fixed price offers will be evaluated. Award will be made (all or none) to one vendor. A site visit is scheduled at 10:00 am PST on Monday, 17 November 2014. Attendees shall meet at the Visitor Control Center (VCC), Bldg. 2370 located at the main gate of March ARB. The site visit is not mandatory but is highly recommended to facilitate putting together your quotation. All Request for Information (RFI) concerning this solicitation must be submitted by email on or before 3:00 pm PST, 21 November 2014 to danilo.abcede@us.af.mil.
