- Description
- The mission of the ARL Weapons and Materials Directorate (WMRD) is to discover, innovate, and transition science and technology to ensure dominant strategic land power. ARL conducts scientific research and analysis in the areas of weapons, protection, materials, and integrated survivability and lethality of military systems and technologies across the full spectrum of battlefield threats and environments; ARL also develops analysis tools, techniques, and methodologies. The scope of research and analysis can be distinct or broad and can be long or short in duration. The research and analysis is normally carried out the ARL Aberdeen Proving Ground (APG) Maryland facility, but can occur at other facilities such as universities, private corporations, research institutes, national laboratories, or other government research centers. The objective of this effort is to establish an Indefinite Delivery Indefinite Quantity (IDIQ) contract vehicle under which Task Orders (TO) may be issued to provide the requisite professional scientific and engineering services and general programmatic support services that includes studies, analyses, evaluations, and scientific/engineering advice in specific ARL program areas, for the duration of three (3) years. This requirement is only open to Small Business Concerns under NAICS Code 541712- R&D in the Physical, Engineering, and Life Sciences (except Biotechnology). To the greatest extent possible, ARL intends to fulfill multiple Small Business Program Goals through this requirement. B. Approach: The intent of this Pre-Solicitation is to allow interested offerors' an opportunity to review a future requirement package and provide feedback, comments, or questions to the technical and contracting offices prior to the release of the formal solicitation. This period will also be used to develop an quote mark Interested Parties List quote mark to be used in the development of this acquisition. The ARL will host an Industry Day, which is tentatively scheduled for 12 November 2014 to 13 November 2014 at the ARL Aberdeen Proving Ground, Maryland to present an overview of this requirement and field initial questions from vendors. The schedule is subject to change based on low attendance.
