Description
The United States Air Force through the Air Force Sustainment Center (AFSC) at Oklahoma City Air Logistics Complex (OC-ALC) is intending to procure repair and data of line items cited below for a FFP Fixed Quantity Contract. This is anticipated to be sole-source repair effort. 1. Estimated issue date and estimated closing/response date: Issued 15OCT14; Closes 29OCT14 2. PR#: FD2030-14-01025 3. Nomenclature/Noun: Transformer Rectifier Unit (TRU), B-2 Aircraft 4. NSN: 6120-01-315-6293 MW 5. PN: DAA3383P033-107 6. Application (Engine or Aircraft): B-2 Aircraft 7. AMC: R3/D. R - Government does not own the data or the rights to the data needed to purchase this part from additional sources. 3 - Acquire, for the second or subsequent time, directly from actual manufacturer (SOLE SOURCE). D - Data needed to acquire this part competitively is not physically available, cannot be obtained economically, & not possible to draft adequate specifications or any other adequate, economical description of the material for a competitive solicitation. Description: The TRU contains circuit card assembly, interphase transformer, inductors, diodes, capacitors connectors, fuses, wire sets, and wiring board. It is 12"L x 16"W x 14"H and weighs 84 lbs. L/I 0001: Teardown, Test & Evaluation of NSN: 6120-01-315-6293 MW, Quantity: 6 ea. L/I 0002: Repair of NSN: 6120-01-315-6293 MW, Quantity: 6 ea. L/I 0003: Over & Above, if necessary. L/I 0004: Data IAW CDRL - CAV Reporting 10. Delivery: In Accordance With the Contract - 6 ea. 11. Mandatory Language: (Note: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The proposed contract action is for repair for which the Government intends to solicit and negotiate with qualified sources. This notice is to provide acquisition information and to enhance competitive opportunities, if available. 15. Qualification Requirements: Sources must be qualified prior to being considered for award. Qualification requirements cannot be drafted because the Government does not have the necessary test procedures, nor the expertise required to qualify a new contractor to develop and perform repair and testing for these items. All interested parties must contact the Original Equipment Manufacturer, ELDEC CORPORATION (Cage Code: 08748), to become qualified because they own specialized facilities, equipment, and the data required for the repair and testing of this item. The only qualified source is ELDEC CORPORATION (Cage Code: 08748), Lynnwood, WA. This proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source, ELDEC CORPORATION (Cage Code: 08748), Lynnwood, WA, under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received prior to the response date indicated on the solicitation may be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Prospective vendors must comply with all the requirements of the solicitation and its attachments to be considered responsive. The Government does not intend to hold discussion but may hold discussion if it is deemed necessary.
