- The Military Installation Contracting Command (MICC)-Carlisle Barracks intends to award a contract for a requirement to provide an Explosive Detection / Utility Canine in support of security awareness and anti-terrorism measures at the US Army Carlisle Barracks in the protection of employees, visitors, information and property. The canine will augment the Carlisle Barracks Police Department and be available for use by the Directorate of Emergency Services. The canine will be trained with a certified Government dog handler. This Sources Sought Synopsis is issued for maximizing competition. Contract will be a Firm Fixed Price Contract. SPECIFIC REQUIREMENTS OF THE EXPLOSIVE DETECTION / UTILITY K-9: 1) Contractor shall maintain a facility to kennel and care for the canine within a 15 mile radius of the US Army Carlisle Barracks, Pennsylvania. Care to include but not limited to: food and veterinary services. 2) Contractor shall provide an Explosive Detection / Utility canine that is designated solely for use by the US Army Carlisle Barracks. Canine shall be available for pickup by the Government handler 24 hours a day, 365 days a year. 3) The designated canine shall be trained, certified through the North American Police Work Dog Association (NAPWDA) and certified by the Department of Defense (DOD), before being placed into service at the US Army Carlisle Barracks. 4) Contractor shall provide a 10 week initial handler training for any dog placed into service at the US Army College. 5) Canine shall have an effective use life for up to 9 years. 6) Contractor shall provide sixteen hours of documented in-service training each month for the canine and the Government handler. Training will be conducted at the contractor's facility. This Notice of Intent is not a request for competitive quotes however, all information received in response to this Sources Sought will be used within the Contracting Command to facilitate decision making and will not be disclosed outside the Command. The intent of this market research is to locate qualified, experienced, and interested potential sources to broaden future competition. Responses will not be considered as proposals, nor will any award be made as a result of this Sources Sought announcement. The Command will NOT be responsible for any costs incurred by interested parties in responding to this Sources Sought announcement.
