- PRE-SOLICITATION NOTICE: DOCK SIDE REPAIRS USCGC FRANK DREW (WLM-557) The United States Coast Guard Surfaces Forces Logistics Center (SFLC), Detachment Norfolk, VA intends to issue a Commercial Request for Quotations (RFQ) for Dock Side Repair services for the U.S. Coast Guard Cutter (USCGC) FRANK DREW (WLM-557) under REQUEST FOR QUOTATION (RFQ) HSCG85-15-Q-P45026. USCGC FRANK DREW is a 175ft Keeper Class Coastal Buoy Tender in service with the US Coast Guard's 5th District and homeported in Portsmouth, VA. The Coast Guard intends to conduct the procurement in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items, FAR Part 13.5, Test Program for Certain Commercial Items. This acquisition will be issued as a 100% Set-Aside for Service Disabled Veteran Owned Small Business concerns in accordance with FAR Part 19.1405, Service Disabled Small Business Set-Aside Procedures. The applicable North American Industry Classification System (NAICS) Code is 336611 for SHIP BUILDING AND REPAIRING with a Size Standard of 1,000 employees. For the calculation of annual receipts and number of employees see parts 121.104 and 121.106 in SBA's Small Business Size Regulations, http://www.sba.gov/regulations/121/. All Service Disabled Veteran Owned Small Businesses may submit offers, which shall be considered by the United States Coast Guard. The Coast Guard intends to award a firm-fixed price contract resulting from the issued solicitation to a responsive, responsible contractor whose written quote is considered most advantageous to the Government both in price and other factors considered. The following factors will be used to evaluate quotations and are in descending order of importance: 1. Past Performance 2. Price Factors 1-2 will be applied to determine the best value to the Government. Please note Past performance is more important than price. A vendor without a record of relevant past performance will not be evaluated favorably or unfavorably on past performance. The RFQ/solicitation HSCG85-15-Q- P45026 will be issued on or about 4 November 2014 with a closing date for receipt of QUOTATIONS on or about 4 December 2014, 1:00 P.M. EST. The RFQ will be posted on the Governmentwide Point of Entry (GPE), FEDBIZOPPS, which may be accessed via the Internet at www.fedbizopps.gov or https://www.fbo.gov. No paper copies of the solicitation and/or amendments will be distributed. QUESTIONS AND REQUEST FOR DRAWINGS: A CD-ROM containing all applicable drawings will be sent via U.S. mail, if requested. Send all requests to michael.d.baltzgar@uscg.mil. The CD-ROM sets are available of all cutters and will be free of charge to contractors upon request. The CD-ROM(s) contain WINDOWS compliant raster/vector formats (e.g.*.DWF, etc). DOCK SIDE Repair Specification : Contractor shall provide all necessary, materials, equipment, and personnel to perform dock side repairs to the U.S. Coast Guard Cutter (USCGC) FRANK DREW (WLM 557). All work will be performed at the vessel’s homeport in Portsmouth, VA. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Scope of Work: The scope of the acquisition is for the dry dock repairs of the USCGC FRANK DREW (WLM 557). The acquisition is for the overhauling, renewing and repairing of various items aboard the vessell. This work will include, but is not limited to the following work items: Tanks (Hydraulic Oil Stowage and Service), Clean and Inspect; Tanks (Potable Water), Clean and Inspect; Tanks (Ballast), Clean and Inspect; Tanks (Dirty Oil and Waste), Clean and Inspect; Main Diesel Engine (MDE) Exhaust Piping, Commercial Clean; Ship Service Diesel Generator (SSDG) Exhaust Piping, Commercial Cleaning; Circuit Breakers (60HZ), Inspect and Test; Vent Ducks (Engine and Motor Room All), Commercial Cleaning; Vent Ducts (Galley and Pantry Room All), Commercial Cleaning; Vent Ducts (Laundry Exhaust), Commercial Cleaning; Hydraulic Chain Stoppers, Inspect and Service - Tier II; Cross Deck Winches, Inspect and Service - Tier II; Hydraulic Inhaul Winch, Inspect and Service - Tier II; Buoy Crane, Inspect and Service - Tier II; Deck Machinery/Weight Handling Gear, Preserve - Tier I Tanks (Ballast), Preserve "Partial"; Tanks (Dirty Oil and Water), Preserve "Partial"; Buoy Chain Winch and Cross Deck Winch Emergency Brake Release Hand- Pump Modifications; Handrails and Stanchions, Renew; Bilges (Machinery Space) - Engineer Room, Preserve; Main Drainage Deck Box, Renew; Sounding Tube Deck Box, Renew; Buoy Deck Cleats, Modification; Power Assisted Griping System, Remove; Remove the Constant Tension Function from the 175 WLM Buoy Handling Crane and Main Winch; Composite Labor Rate; GFP Report; Travel and Pier Diem All welding and brazing shall be accomplished by trained welders who have been certified by the applicable regulatory code performance qualification procedures. Period of Performance: The period of performance is anticipated to be for forty-three (43) calendar days with a start date of 17 March 2015 to 29 April 2015. If two companies are planning to conduct business as a Joint Venture or any other type of teaming agreement they shall provide past performance on projects of similar scope that they have performed together as a Joint Venture, if available. Providing individual past performance documentation from each company on separate projects where the two did not work together may be considered less relevant.
