This will be a Firm Fixed Price, Indefinite Delivery/Indefinite Quantity (ID/IQ) type contract for a one-year base period and four one-year option periods. The Government reserves the right to make more than one award from this solicitation. Performance of work shall be accomplished at one or more of the following locations: Norfolk Naval Shipyard (NNSY) or Naval Station Norfolk, as specified on each individual task order. Both, Technical Capability and Past Performance will be evaluated on an acceptable and unacceptable basis. Price will be evaluated for fairness, reasonableness, and balance using price analysis techniques identified in FAR Part 15. A price proposed that is unrealistic, unreasonable, or unbalanced may be rejected. Typical work performed during an availability, may include blasting, preservation, and surface preparation for complete or touch-up preservation for the internal and exterior tanks, bow structure, exterior and interior sail and/or turtleback, free floods, bow dome areas above the boot top, exterior hull, and non-skid removal and installation. Preservation work will include blasting and painting one hundred percent (100%) high solids and non-high solids coatings.
