- Request for Information Dates: Publication Submission Deadline: 19 November 2014 PURPOSE - INVITATION TO SUBMIT WHITE PAPER AND QUAD CHART FOR A POTENTIAL FUTURE TECHNOLOGY DEMONSTRATION. This information provides guidance for submission of information for proposed technologies to be included in a potential future live technology demonstration. A potential technology demonstration will be conducted at Fort Benning, GA 3QFY15 for current capabilities that meet the criteria below. The event will demonstrate the ability to utilize an elevated sensor package interfacing with existing Army C2 system. The preferred configuration is a tethered mast platform technology physically tethered to a vehicle, showing the technology in an quote mark on the move quote mark capability. Sensor data must be mounted and tethered on a vehicle and displayed on either the Joint Battle Command Platform (JBC-P) or Blue Force Tracker (BFT). Interested vendors are invited to submit a white paper and quad chart describing commercial off the shelf (COTS) technology that meet the threshold requirements for the technology demonstration. The information is to be presented using single quote marks as indicated; 'quad chart' (title up top; upper left quadrant is the 'capability name'; upper right is the 'capability description'; lower left is the 'operational description'and 'battlefield interrelationships and dependencies'; lower right is 'Point of Contact'). Attached White Papers are restricted to eight (8) pages. Information to be included on Quad Chart and White Papers: 1. Company/Organization Address and POC information 2. Technology description to include; a. Elevated platform type and method of flight, b. Method of physical attachment to the vehicle and operational power requirements, c. Payloads/sensors and technical data, minimum and maximum recommended altitudes, d. Number of personnel required to operate the system, e. Recovery procedures in the event the physical tether is damaged or severed. 3. Current sensor display, and if not currently interfacing with JBC-P or BFT, an affirmative statement of understanding, a technological path forward, and a timeline to comply with this demonstration requirement. All vendor activities and materials will be provided at no cost to the government. Below are the threshold requirements to be demonstrated: a. The elevated platform MUST be physically connected to the platform and incorporated via tether to the C2 system. There MUST be a physical connection to a vehicle that passes power and data from the sensor to the vehicle. b. The data passed to the vehicle via the tether MUST interface with either the Joint Battle Command Platform (JBC-P) or Blue Force Tracker (BFT) for this demonstration event. The elevated platform MUST operate at a minimum height of 4 meters and a maximum height of 10 meters, with a desired capability of up to 50 meters. d. The tethered platform mounted on a vehicle MUST permit movement and maneuverability of the vehicle at extended ranges on cross-country terrain at a speed of at least 5 mph. A platform-mounted technology is the preferred configuration for this demonstration. This information is for a potential technology demonstration only and the MRD, MCoE is interested in all possible candidates. This potential demonstration will not result in the awarding of any acquisition contract or any funding. Response date to indicate that you will be submitting a package is within ten calendar days after public posting.
