- The Strategic Systems Programs (SSP) intends to award a sole source contract to Rouse Consulting, LLC., a Service Disabled Veteran Owned Small Business (SDVOSB), located at 9510 Orion Ct Burke VA 22015, for human resource consulting support in support of SSP's planning, preparing, conversion, and sustainment while SSP moves from General Schedule (GS) to The Department of Defense (DoD) Civilian Acquisition Workforce Personnel Demonstration Project (AcqDemo). Through SSP's market research Rouse Consulting is the only SDVOSB technically capable to fulfill SSP's requirements. The anticipated contract will be firm fixed price and negotiations will be consulted using other than full and open competition pursuant to the statutory authority Veterans Benefits Act of 2003 (15 U.S.C. 657f), as implemented by Federal Acquisition Regulation (FAR) 6.302-5 Authorized or Required by Statute. Pursuant to FAR 19.1406 Sole Source Awards to SDVOSB Concerns the Contracting Officer shall consider contract Award to a SDVOSB concern on sole source basis before considering small business set-aside. Based on FAR 19.1406 market research was performed through a Sources Sought Notice (SSN), and it was determined only one (1) SDVOSB was technically capable to fulfill SSP's requirements. Award of this requirement will be made pursuant to FAR Part 12 Acquisition of Commercial Items, in conjunction with FAR Part 13 Simplified Acquisition Procedures. The Contract Period of performance will include a base period of twelve months and four (4) twelve month option periods. The applicable North American Industrial Classification System (NAICS) code is 541612 with size standard of $15.0M. This is not a request for proposal, nor an announcement of a forthcoming solicitation. Requests for copies of a solicitation will not be honored or acknowledged. However, responsible sources may submit a capability statement, proposal, or quotation, which will be considered by the agency.
