- The following is a Sources Sought notice only. The U.S. Army Corps of Engineers, Kansas City District, intends to issue a Invitation for Bids (IFB) on or about May of 2015 on the FedBizOps website at www.fbo.gov for Standard Design Wash Rack for Rotary Wing Aircraft at Fort Riley, Kansas. The Government will accept bids from all bidders that qualify under NACIS code 237110 Water and Sewer Line and Related Structures Construction, unless otherwise stated from information received from industry. The size standard is $36.5 million. A set-aside or unrestricted determination will be disclosed in the IFB. In accordance with FAR 36.204, the estimated magnitude of this construction project is: Between $500,000 and $1,000,000. The United States Army Corps of Engineers has the requirement for Standard Design Wash Rack for Rotary Wing Aircraft at Fort Riley, Kansas. The work to be performed will include, but not be limited to, the following principal features: 122' L x 86'-6 quote mark W x 38'-6 quote mark H Covered area with lights and fall protection. Sized to accommodate CH-47 with blades on. Hot Water Foam Oil Water separator with containment. The contractor shall provide a concrete wash rack. The Wash Rack shall be provided in accordance with the UFC 3-260-01. Provide open sided roof structure to cover the wash rack. The structure shall be designed to accommodate one CH-47 rotary wing aircraft. Provide a clear height to the bottom of structure, light fixtures, etc of 35 feet minimum. Provide rain gutter and downspouts. Concrete splash blocks shall be provided at all downspout locations. The underside of the roof deck, roof framing components, and structural support columns shall be painted. The aircraft wash rack shall include hose bibs, valving, piping, fittings, and all amenities listed in UFC 3-260-01 for Army Aircraft wash racks. Utilities Control Building: The wash rack's utilities control building shall contain equipment listed in UFC 3-260-01 including a single toilet/sink facility for wash rack personnel. The utilities control building shall be sized to have a storage capacity capable of accommodating a minimum of one pallet of aircraft cleaner, house the equipment as listed in UFC 3-260-01, and have minimum wall clearances as required for inside maneuverability of hangar personnel. Air Compressor: The air compressor shall be sized to provide a continuous dried air flow of 30 CFM at 175 psi. Hot Water Heater: The hot water heater may be a tank or on demand type. Overhead Lighting: The wash rack shall have service appropriate overhead lighting capable of illuminating the entire wash rack area during nighttime operations. In addition, a minimum of two 120 VAC, 60HZ, 15 AMP weatherproof receptacles shall be installed on opposite sides of the wash rack structure. The wash rack effluent shall drain into a common oil/water separator sized to serve the hangar high bay, low bay areas and the wash rack. The oil/water separator shall allow clear water to decant to the sanitary sewer system while storing the separated oil for collection and disposal. The contractor shall size, design, and construct the oil/water separator using the guidance contained in MIL-HDBK-1005/17 as well as current industry standards. The contractor shall design and construct new gravity sewers, force mains, manholes, pump stations, etc., as needed to connect the wash rack effluent drain system to the oil/water separator. The contractor shall also design and construct a diverter valve system which would allow normal aircraft wash rack effluent to be discharged to the oil/water separator when washing operations are going on, but during periods of non-use, this diverter valve system would be positioned such that during rain events, it would divert any collected rain or storm water that would sheet flow or is blown onto the aircraft wash rack surface to the bioremediation areas. The following information is requested in this Sources Sought (SS): 1.Firm's names, address, point of contact, phone number, and e-mail address. 2.Firm's interest in bidding on the solicitation when it is issued. 3.Firm's business size and business category (Large or Small Business, 8(a), HUBZone, Small Disadvantage Business, Women-Owned, Service Disabled Veteran Owned Small Business, etc.) 4.Firm's Joint Venture information, if applicable-existing and potential. 5.Firm's capability to perform a contract of this magnitude and complexity (include firm's in-house capability to execute the aircraft wash rack shall include hose bibs, valving, piping, fittings, and all amenities listed in UFC 3-260-01 for Army Aircraft wash racks performed within the past five (5) years, brief description of the project, customer name, timeliness of performance, customer satisfaction, and dollar value of the project) provide at least three (3) examples. 6.Describe the procedures for Utilities Control Building: The wash rack's utilities control building shall contain equipment listed in UFC 3-260-01 including a single toilet/sink facility for wash rack personnel. The utilities control building shall be sized to have a storage capacity capable of accommodating a minimum of one pallet of aircraft cleaner, house the equipment as listed in UFC 3-260-01, and have minimum wall clearances as required for inside maneuverability of hangar personnel. 7.A list of equipment owned by or available to, the Offeror or teams to demonstrate the capability to perform this aircraft wash rack project, and other features of the solicitation within the Periods of Performance. 8.The current bonding levels total and per contract. Current available capacity. Please send your SS responses no later than 10 days from the date of this notice via email to jonathan.d.long@usace.army.mil. This solicitation will be issued as an Invitation For Bids (IFB) which will result in the award of a single firm-fixed price (FFP) construction contract. The estimated performance period for completion of construction is 365 calendar days from Notice to Proceed (NTP). Payment and Performance bonds will be required for the full amount (100%) of the awarded contract before the Notice to Proceed can be issued. The solicitation will be available on or about May of 2015. The solicitation, including any amendments, shall establish the official opening and closing dates and times. At this time no Pre-Solicitation Conference is planned for this solicitation. If the government does elect to hold a Pre-Solicitation Conference, this pre-solicitation announcement will be modified accordingly.
