Description
This is a SOURCES SOUGHT SYNOPSIS and is not a solicitation announcement. The purpose of this Market Research and Sources Sought Notice is to gain knowledge of potential qualified Small Business, HUBZone, 8(a), Service Disabled Veteran owned, and Women owned Small Business firms. Responses to this Sources Sought Synopsis will be used by the government in making appropriate acquisition decisions. The U.S. Army Corps of Engineers, Mobile District, anticipates a future IDIQ procurement to acquire Architect-Engineer (A-E) Services (FAR Part 16 Brooks Act procurement) under individual task orders throughout the Mobile District Area of Responsibility (AOR) to support the planning and design for the Mobile District Civil Works program. The majority of the work will be in the southeastern United States; however, work may be located at any location as may be assigned to the Mobile District including Central and South America. Required services include ALL phases of USACE Mobile District inland and coastal Civil Works projects including preliminary studies through complete Project Feasibility Report development; Engineering Design; and Detailed Construction Plans and Specifications. The selected firm must have, either in-house or through consultants, the following disciplines, with professional registration required where applicable: (1) Project Manager; (2) Hydraulic Engineers; (3) Coastal Engineers; (4) Civil Engineers; (5) Cost Estimators; (6) Geotechnical Engineers; (7) Environmental Engineers; (8) Geologists; (9) Structural Engineers; (10) Mechanical Engineers; (11) Electrical Engineers; (12) Archaeologists; (13) Economists; (14) Biologists; (15) Landscape Architects. The firms and individuals shall have experience with (1) Comprehensive planning and engineering services from Feasibility Studies and Engineering Design through detailed Plans and Specifications for both Inland and Coastal Civil Works projects, such as, flood risk management; coastal erosion and beach nourishment; shoreline and stream bank erosion protection; shallow and deep draft navigation; environmental and eco-system habitat restoration; wetland, fish, and wildlife mitigation evaluations; comprehensive watershed evaluations; and multi-purpose water resources projects; (2) planning activities, such as, plan formulation, economic and socio-economic analysis, historic, cultural, water quality, endangered species, wetland delineation/analysis, including performing and preparing analysis and documentation for compliance with federal laws such as the National Environmental Policy Act, Clean Water Act, Endangered Species Act, and National Historic Preservation Act; (3) All phases of Engineering Design analysis and documentation for inland and coastal Civil Works projects; (4) Construction plans and specifications; (5) Cost estimating. In supporting work in Central and South America, Spanish and Portuguese speaking and/or translation capability is highly desired, but not required. Sources are being sought for firms with a North American Industry Classification System (NAICS) Code of 541330 with a Small Business Size Standard of $15 million. Responses are requested with the following information, which shall not exceed a total of eight pages: 1. Offerors' name, address, points of contact with telephone numbers and e-mail addresses. 2. Business size/classification to include any designations as Small Business, HUBZone, Service Disabled Veteran Owned, Woman Owned or 8(a) shall be indicated on first page of submission. 3. Description of firm's capability to provide the A-E planning and design services personnel; manage the disciplines as subcontractors or in-house resources; and capacity to execute at least 3 task orders under this IDIQ simultaneously. 4. Past performance/experience on IDIQ contracts of similar scope, describing no more than five (5) IDIQ contracts complete within the past five years of the issue date of this Notice. The past performance information should include project title, location, general description of the A-E Services to demonstrate relevance to the proposed project, the Offerors' role, dollar value of contract, and name of the company, agency or government entity for which the work was performed with contact information (reference name, phone number and e-mail address). NO RESPONSES WILL BE ACCEPTED BY FAX OR E-MAIL. ALL RESPONSES MUST BE MAILED to: U.S. Army Engineer District Mobile, Attn: CT-C/Rosemary C. Hall, P.O. Box 2288, Mobile, AL 36628. Submittals are due no later than 20 November 2014. Submittals will not be returned. Telephonic responses will not be honored. This is not a Request for Proposal, only a Request for Information. No award will result from this Sources Sought. This notice does not constitute any commitment by the Government.
