- 15RJT82_syn_att 15RJT82_syn This request for information is being posted to Federal Business Opportunities (FBO) page located at http://www.fbo.gov/. FBO is the single point of entry for posting of synopsis and solicitations to the internet. Please feel free to use the FBO site to access information posted by NSWC Crane. Naval Surface Warfare Center, Crane Division, Acquisition Center for Special Warfare & Expeditionary Systems Department will be holding an unclassified Information Exchange on November 20, 2014 from 0900 - 1300 for small business entities (exclusively) interested in participating in the contemplated upcoming acquisition for prototypes of advanced sensors and sensor systems in support of Intelligence, Surveillance, and Reconnaissance (ISR) and Force Protection missions. The prototype of advanced sensors and sensor systems effort is planned to be conducted on the basis of full and open competition excluding large business concerns for companies located within a 200-mile radius from Crane, Indiana 47522. The Government will discuss its anticipated contract strategy for awarding and administering Multiple Award Contracts for delivery of prototype systems where the design has been completed by the Government and its Contractor Support Service (CSS) partners. It is the Government's intent at this time to encourage Government/Industry exchanges of information to determine if small business concerns will be capable of meeting the requirements of 52.219-14, Limitations on Sub-contracting clause requirements. Specifically, (1) Service - At least 50% of the contract cost for personnel must be expended for employees of the small business and (2) Supply -Business must perform work for at least 50% of the cost of manufacturing the supplies, not including the cost of materials. The Government will also address the possibility of Organizational Conflicts of Interest for any company that currently provides CSS support for design efforts of advanced sensors and sensor systems in support of Intelligence, Surveillance, and Reconnaissance (ISR) and Force Protection missions Draft versions of the SOW and RFP sections B, L and M will be made available to attendees prior to the information exchange. These documents are subject to change when and if any actual request for proposals (RFP) is issued. Contractors are encouraged to include a technical and contracting representative in the meeting. Written questions and comments will be accepted at the end of, and up to a week after, the information exchange. Submit all questions to the NAVSEA Crane contracting point of contact Ms. Teresa Brough @ teresa.brough@navy.mil. Answers to all questions will be posted via this FEDBIZOPPS page. Participation at the information exchange is not a prerequisite for future exchanges or submittal of proposals. Information exchange is a no-fee event and participation is limited to two company representatives for each company located within a 200-mile radius from Crane, Indiana 47522. Companies are required to pre-register - no foreign nationals will be allowed to attend. Email the completed registration form (attached) to Ms. Teresa Brough at the email address above. One completed registration form per company is to be submitted by 3:00 PM local time Crane, IN, November 12, 2014 using the subject line "PROTOTYPE INFORMATION EXCHANGE REGISTRATION." An email confirmation will be sent upon receipt. No phone calls will be accepted. In order to be eligible for any eventual contract award, interested parties will need to be registered in the Joint Certification Program http://www.wingovernmentcontracts.com/joint-certification-program.htm in an active status and in the System for Award Management https://www.sam.gov/portal/SAM/#1. Attendees that are driving must present a current driver's license, registration, and proof of insurance; passengers must present a current driver's license. Attendees are encouraged to arrive early to permit sufficient time for check-in at the Crane Visitors center located just outside the Crane gate, which is located on Indiana highway 558 approximately one mile east of US 231. This RFI and information exchange is for informational purposes only and is not to be viewed as a request for proposal. It does not constitute a solicitation and shall not be construed as a commitment by the Government. The results of the RFI and Information exchange will be utilized to assist with determining the Government's acquisition strategy. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents is strictly voluntary. Additionally, participation in this survey shall not ensure participation in future solicitations or contract awards. The government will NOT reimburse participants for any expenses associated with their participation in this survey or the Information exchange.
