Description
This is a sources sought notice for 8(a) small businesses. The Department of Energy (DOE) Office of Energy Policy and Systems Analysis (EPSA) serves as the principal advisor to the Secretary of Energy on energy policy and related integration of energy systems. The Office serves as a focal point for policy coordination within the DOE on the analysis, formulation, development, and advancement of energy policy and related programmatic options and initiatives that could facilitate the transition to a low-carbon and secure energy economy. EPSA carries out strategic studies, policy analysis, maintains and coordinates a supporting set of analytical capabilities internally or accessible from other sources. EPSA carries out assessments of the strength, resiliency and anticipated challenges of national energy systems and identifies and prioritizes ways in which they may be strengthened to contribute to the economic well-being, environmental quality, and national security of the United States. EPSA has a requirement for design, layout, copy editing and production support services of the Quadrennial Energy Review (QER) and other EPSA work products in both Interactive Web-Based Report (Interactive Report) and the PDF versions (suitable for print and electronic publication). The period of performance for this requirement is anticipated to be up to three (3) years from date of contract award. The draft Statement of Work (SOW) is included as an attachment to this Sources Sought. As a precursor to the competitive process to acquire these services, EPSA is conducting market research to identify potentially qualified 8(a) small business sources (including 8(a) small business-led teams or joint ventures) that have the comprehensive technical, professional, and administrative knowledge, skills, capability, and capacity to provide the depth and breadth of support described in the attached Draft Statement of Work (SOW). The North American Industry Classification System (NAICS) Code for this requirement is 541430 ? Graphic Design Services. Interested sources are invited to submit a capability statement of no more than ten (10) pages to demonstrate their comprehensive technical, professional, and administrative knowledge, skills, capability, and capacity to provide the services required by the SOW. No proprietary or confidential commercial/financial information is being sought, nor should it be submitted. The response must also include: (1) sufficient evidence that (a) the respondent already employs personnel that are capable and available to perform the contemplated work, or (b) the respondent has a letter of commitment from specific persons who are available and willing to perform the contemplated work, but who are not currently employed by the respondent; (2) a copy of any teaming, subcontract, or other agreement(s) between the respondent and any parties that would be performing any portion of the contemplated work; (3) a narrative description of similar projects performed for other Federal Government agencies or other entities, including (a) a brief description of the project and its relationship to contemplated work, (b) contract or project number, (c) customer point of contact (name, address, email address, and phone number), and (d) the dollar value of the project; and (4) sufficient evidence to demonstrate the capability and knowledge to accomplish the scope of the Statement of Work. In addition, respondents must provide their corporate socio-economic status (small business, service-disabled/veteran-owned business, HUBZONE, small disadvantaged business; woman-owned small business, etc.). All feedback provided will be taken into consideration, but EPSA will not respond to individual submissions or publish publicly a compendium of responses. Federal personnel will use the information submitted to determine the competitive approach to be taken, if and when a solicitation is issued. THIS SOURCES SOUGHT NOTICE DOES NOT CONSTITUTE A FORMAL REQUEST FOR PROPOSAL OR A PRESOLICITATION NOTICE. This notice is provided as information to the marketplace, and is an invitation for an expression of interest and demonstration of capability to perform the contemplated work. The Federal Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Firms responding to this market survey must submit their responses via Compusearch's FedConnect portal (https://www.fedconnect.net) by 2:00 p.m. on November 20, 2014, under reference number DE-SOL-0007734 to be considered.
