- THIS IS A SOURCES SOUGHT NOTICE ONLY. This is not a request for proposal. There will not be a solicitation issued at this time. The Department of Veterans Affairs, Veterans Integrated Service Network (VISN) 8 has a requirement for Industrial Hygiene and Environmental Services Support for facilities, construction, alteration, remodeling, and repair of buildings, structures and projects with hazardous or regulated materials at the C.W. Bill Young VA Medical Center, Bay Pines, FL. The intent of the project is to award an Indefinite-Delivery Indefinite-Quantity (IDIQ), Multiple Award Task Order Contract. The project will consist of providing Industrial Hygiene Quality Assurance oversight (third-party) as the Government's independent VA Professional Certified Industrial Hygienist (VPCIH). The VPCIH is needed for emergency response to a disturbance of regulated materials, renovation and/or remodeling projects with hazardous or regulated materials, to include asbestos containing materials (ACM), lead containing materials (LCM), polychlorinated biphenyls containing materials (PCB) and mercury containing materials (MCM) present in which the VA Professional Industrial Hygienist (VPIH) is independent of the A/E or outside contractor and hired separately by the VA. The VPCIH will evaluate the general Contractor's removal of asbestos containing materials (ACM) and/or lead paint containing materials. These special instructions cover the VPIH services associated with hazardous or regulated materials for the Schematics, Design Development and the Construction Documents stages of the VA design process and the construction period services of a project and may include maintenance operations performed by VA staff. The VPIH is not only required to have the experience and expertise of all aspects of hazardous material abatement and remediation but also have experience working as a member of a design team. Only firms within 50 miles (or with branches within 50 miles) of the C.W Bill Young VA Medical Center will be considered for award of this contract, as one of the essential elements of performance is emergency response and site visits during construction services, which are often not scheduled far in advance and may need to occur on very short notice to avoid delays in construction performance. The applicable NAICS code that may be included, but is not limited to, is 541620 Environmental Consulting Services, with a size standard of $15.0 million. All contract work will be completed through individual task orders awarded for individual projects. These task orders will be competed amongst the IDIQ awardees. The term of the IDIQ Contract will be a one (1)-year Base Period from date of award, not to exceed $1 Million. Each task order will have its own completion date established. This notice is published to conduct market research to determine if there is a sufficient number of certified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) capable of performing the requirements to warrant a solicitation set-aside. It is strongly recommended that interested parties register in the US Department of Veterans Affairs Vet Biz database and be Center for Veteran Enterprises (CVE) Verified. Note: Offerors shall provide proof of registration in the VA Vet Biz website with CVE verification or initiation of registration prior to submission of offers to solicitation. Registration may be accomplished at http://www.vetbiz.gov/. Interested parties responding to this sources sought request shall submit the following information at a minimum: Company name, address, point of contact with phone number, DUNS number and type of business (SDVOSB or VOSB). The response date to this Sources Sought notice is 24 Nov 2014 at 3:00 pm EST. This market research is for informational and planning purposes only to determine if a SDVOSB or VOSB Set-aside is appropriate. The Government will not pay any costs for responses submitted.
