Description
The U.S. Environmental Protection Agency (EPA), Office of Acquisition Resource Management (OARM), Emergency Response Service Center (ERSC), on behalf of EPAs? Office of Research and Development, National Exposure Research Lab in Athens, Georgia under the authority of FAR Part 13, intends to award a sole source procurement to the University of Idaho under the direction of Dr. Dennis Keiser for support of the Watershed-Water-Energy-Nexus study. The objective of this study is to demonstrate the flexibility and transferability of an integrated, inter-disciplinary modeling framework to different regions and problem statement by developing a software-based platform, comprised of multiple models and databases, for conducting process- and watershed-based, source-to-receptor assessments for microbes, chemicals and nutrients. The North American Industry Classification System (NAICS) code for this effort shall be 541380 ? Laboratory Testing Services. This effort requires intimate knowledge of dairy operations; dairy management; the chemistry, biology and distribution of manure as point and/or non-point sources of pollution at dairies; manure loadings for mapping of microbes and nutrients; and expertise in assessing biological aspects of fate and transport of microbes and nutrients from different manure types (e.g., poultry dry litter, solid cattle pats, swine slurry); manure in soils and water pathways, all which have been demonstrated by the University of Idaho staff. This effort requires familiarity, applications and publications associated with Quantitative Microbial Risk Assessments (QMRAs) and Integrated Environmental Models (IEMs) in addition to mandatory experience in applications and publications associated with stand-alone and IEM systems using various watershed models and related software, including SDMProjectBuilder, HSPF, BASINS, FRAMES-2, PEST, KINEROS2, and STWIR software modeling tools and statistical appr oaches used to analyze model uncertainty (e.g., Monte Carlo, bootstrapping/jackknifing) and validation (e.g., Nash-Sutcliffe), all of which have been demonstrated by the University of Idaho staff. Finally and most importantly, this effort requires that these myriad number of disparate skills and capabilities be combined and integrated to form a unique set of qualifications, which to EPAs knowledge, can only be met by The University of Idaho?s staff. The Government is continually seeking qualified vendors in obtaining a combination of specialty qualifications such as those required by this effort.
